Resumo AbstractThis paper focuses on the drinking-water fluoridation process in Araçatuba region water supply systems by means of 5.157 fluoride concentration data from 2001 to 2005. These data were studied based on the water source, the administration and the structure of the water supply system, according to the population of the county and the type of management. Almost half of samples did not comply the fluoridation standard and the higher compliance was verified in the water supply systems operated by Sabesp (69%), followed by the group of Large counties (52%), statistically similar to the Medium ones (51.4%), and better than the Small ones (28%). The systems with surface intakes showed statistically higher performance in the compliance to the standard (60%) compared to the ones that use groundwater (42.9%). In this last group, those that explore the Guarani aquifer were superior (52.3%) than the others (46.6%).

Introdução e relevânciaLevantamento realizado pelo IBGE, abarcando dados de 2008, apontou que as estações dotadas da tecnologia convencional de potabilização -também denominada ciclo completo -faziam-se presentes em 2.817 dos 5.564 municípios do País. Partindo da premissa que há significativo percentual destes municípios com mais de uma unidade de potabilização, torna-se possível estimar como superior a 3.000 o número de estações convencionais de tratamento de água atualmente em operação. Ainda segundo o IBGE, há 290 municípios com população superior a 50 mil habitantes, cuja população no conjunto soma quase 100 milhões de habitantes. A maciça opção por mananciais de superfície para o abastecimento de comunidades de maior porte conduz usualmente a estações de tratamento destinadas a potabilizar vazão média superior a 120-150 L.s -1 , principalmente nas regiões Sul e Sudeste. Como significativa parcela destas é dotada de unidades de ResumoNo presente trabalho realizou-se estudo de hidrodinâmica visando avaliar a magnitude do curto-circuito para cinco distintas configurações de aberturas entre as câmaras de uma unidade piloto de floculação mecanizada, para gradientes de velocidade constante e variável, e alternância do sentido da rotação do agitador. O estudo evidenciou que a relevância da configuração das aberturas cresce à medida que o número de câmaras diminui. Em contrapartida, o sentido da rotação dos agitadores e a magnitude do gradiente de velocidade -constante ou variável -apresentaram-se como fatores de menor significância. Tais resultados descortinam alternativa viável de melhoria desta operação unitária, sem investimentos de maior monta, em especial para unidades de floculação de duas ou três câmaras de estações de tratamento de água operando com sobrecarga.Palavras-chave: floculação mecanizada; avaliação hidrodinâmica; curto-circuito; tratamento de água. AbstractThis work focused on the hydrodynamic research aiming at the short-circuiting evaluation for five different outlet configurations through the compartments of a vertical paddle flocculation pilot unit. The tests were carried out with variable and constant velocity gradients, including alternative rotation direction of the paddles. The research pointed out that the relevance of outlet configuration increases with the reduction of the number of compartments. In opposite, the velocity gradient and the rotation direction of paddles seem less significant features. These results open the perspective of viable increasing of performance, with low financial investments, mainly for flocculation units with three or two compartments installed in overloaded water treatment plants.
As ondas foram propagadas por 30 km com o modelo HEC-RAS, calibrado a partir da reprodução de níveis observados com vazões históricas. Foram determinados os tempos de chegada da onda, período de submersão, cotas e velocidades em diferentes pontos de interesse ao longo do rio, para diferentes cenários. Foram elaborados mapas de inundação, base para definição de um plano de evacuação da população impactada. Os hidrogramas de ruptura gerados resultaram em vazões máximas entre 20.915 e 40.507 m³/s, com tempos de abertura de brecha entre 1,0 e 14,0 h. O tempo de abertura da brecha pouco influiu na extensão e tempo de submersão das áreas atingidas, apenas mudando o tempo de chegada do pico. Os níveis calculados com regime permanente e variável foram semelhantes. Verificou-se baixa atenuação da vazão máxima ao longo do trecho devido ao grande volume de esvaziamento do reservatório. Não se identificou risco de ruptura em cascata, já que a barragem de Jupiá, a jusante, pode controlar vazões até 50.000 m³/s. Palavras Chave: Propagação de ondas. Ruptura de barragens This study meets the guidelines of the Act 12.334/2010 of the National Dam Safety and aims to assess the flood waves caused by full flow operation and flow induced by hypothetical dam rupture, for the preparation of an Emergency Action Plan. The study was developed in HPP Três Irmãos, in Rio Tietê, CESP-Companhia Energética de São Paulo. The flood waves were propagated along a 30 km reach, using the HEC-RAS model, calibrated from the reproduction of historical water levels. The methodology seeks to determine the peak arrival times, period of submersion, water levels and velocities at different points of interest along the river for different scenarios. Flood maps were made to serve as the basis for defining a plan for evacuation of the affected population. The outflow hydrographs generated resulted in peak flows between 20.915 and 40.507 m³/s, with breach opening times between 1 and 14 h. The results showed little influence of the breach opening time in the extent and time of submersion of the affected areas, with only appreciable difference in arrival time of the peak. The simulations in steady and unsteady flow regimes showed no large variations of the maximum water depth. It was observed small attenuation of the max flow rate along the river reach due to the large reservoir storage and the long depletion time. The risk of cascade rupture was not identified, because the downs tream Jupiá dam can control flow rates up to 50.000 m³/s.
