In the current SEG Constitution, Districts were drawn to represent members who are not part of a Section or Affiliated Society. The main criteria were geographical contiguity and cultural affinity; a fair balance in terms of numbers of SEG members was not the main issue. However, SEG membership has undergone a major demographic change in the last decade, and the number of members per District is very uneven at present. Thus, it is impractical to allocate among the Districts a proportional presence by volunteers on the Membership, Global Affairs, Youth Outreach, and other SEG Committees. Similarly, it is difficult to evenly distribute such in-demand benefits as appearances by Distinguished and Honorary Lecturers.
