Active travel is enthusiastically promoted in the Western world due to its clear and demonstrated individual and collective benefits. While active travel has been shown to be associated with features of the built environment such as density and land-use mix, it is also associated with walking and cycling accessibility-which we designate as active accessibility. However, the measurement of active accessibility is not straightforward and it can represent significantly different features of the built environment. This paper presents an extensive review of published research that measures active accessibility. We classified the literature into four categories based on the methodology used: distance-based, gravity-based or potential, topological or infrastructure-based, and walkability and walk score-type measures. A fifth category was created to classify outliers consisting of distinct methodological approaches or hybrids of the four main categories. We argue that almost all of these methods have conceptual and computational limitations, and that there are inconsistencies in the use of concepts and terms. Furthermore, no sensitivity analysis was carried out on the selected parameters. We conclude by presenting some guidelines that might improve the value and clarity of active accessibility research, theory, and practice.
Urban green/blue spaces are put under pressure as urban areas grow, develop and evolve. It is increasingly recognized, however, that green/blue spaces provide important ecosystem services, stimulate higher real estate prices and prevent flooding problems. This paper aims to assess and compare the socio-economic impacts of potential green/blue space, urban residential and road infrastructure development scenarios in the Lyon Confluence project area (France), using the Sustainable Urbanizing Landscape Development (SULD) hedonic pricing simulation model. Results show four major tendencies regarding the value-added of green/blue spaces in urban landscapes: (1) cities become more compact; (2) population densities increase; (3) real estate values rise; and (4) demographic distribution patterns change. The magnitude of these impacts depends, however, on the quality and size of the intervention, the social classes attracted to the intervention area and on the location of the intervention relative to existing residential areas, urban centres, road infrastructure and environmental amenities
Today, major planning agendas in Europe steer the future of territorial organization towards an urban polycentric perspective. The accessibility to services of general interest (SGI), a significant source of spatial inequality in Europe, is one of the key challenges to address. However, instruments needed to support the implementation and monitoring of territorial policy measures regarding the distribution of, and accessibility to SGI are still underdeveloped. Studies generally relate to the (intra)regional and not the national scale. When they do so, they lose local specificity as they often consider the existence/availability of services at a given scale and not the actual capacity to reach their (often just estimated) location through the transport network. In the context of the revision of Portugal's National Plan for Territorial Planning Policies, this paper presents a comprehensive multi-criteria location-based approach for measuring the factual accessibility to a representative range of SGI at the national Portuguese scale. Results are evaluated considering the dichotomy between centrality and periphery, high and low density, and the regional disparities found. High accessibility values do not necessarily mean greater territorial cohesion. Contributions to the development of national planning policies that respond to cohesion challenges are also debated.
