This study aims to analyse the potential market for emissions permits that the European Union (EU) established in 2005, in a first-mover attitude with regard to the frame of the Kyoto Protocol. To this end the integrated assessment Regional Integrated Climate and the Economy (RICE) model is employed, adapted to the specific objectives intended. A referential paretian-optimum price of US$25.63 tCO2 is obtained around the year 2007, which duplicates the hypothetical harmonized carbon tax. The ratio between the willingness to pay and the net environmental damages as a result of adverse climate change point to the high degree of commitment and the leadership initiative that seem to be assumed by the EU-15, the extended EU including Eastern European countries and the European OECD as a whole, with the hinterland geo-strategic referent represented by Russia and the Ukraine.
La globalización y la crisis financiera actual, están obligando a las naciones, incluido México, a adecuar las estructuras económicas, financieras y productivas de las empresas y de las instituciones públicas como premisa para sobrevivir en un entorno volátil y cambiante. En este contexto se plantea el propósito del presente trabajo, el cual busca analizar e interpretar la problemática de la gestión universitaria, para explicar su régimen de gobernanza como forma de inserción social y la gestión de su modelo económico como forma sustentable de viabilidad futura, a la luz de la teoría de la gobernanza y la teoría organizacional. En este entorno, la universidad pública considerada como un sistema social, está obligada a formular políticas y líneas de acción novedosas, que le permitan obtener y distribuir los recursos necesarios para cumplir con su misión a través de la aplicación de la perspectiva normativa de la gobernanza, que le permita insertarse en la comunidad, y un modelo económico que le proporcione sustentabilidad futura, alineando a los actores estratégicos de la institución en la búsqueda de un fin común.
