The Organisation for Economic Cooperation and Development (OECD) has highlighted a ‘vicious cycle of decline’ in rural, regional and remote (RRR) regions, with significant inequalities in educational outcomes between rural and urban areas. However, interventions have not resulted in transformative or lasting improvements to education in rural contexts. This paper presents a cross-comparative country analysis of current global policy on RRR education. We used a policy analysis framework to interrogate national policy texts concerning teacher education for RRR contexts in three countries - Australia, South Africa and Mexico. A rigorous selection process of the literature yielded 17 key policy texts, which were examined for the influences, practices, language and outcomes relating to teacher education preparation for RRR locales. Findings highlighted a legacy of historical influences and a metrocentric bias in policy texts, with limited examples of assets-based education. We argue that these factors may be perpetuating the significant and persistent disadvantage in RRR education. We recommend an alternative policy discourse that recognises the productivities and potentialities of an assets-based approach within the local context, where school leaders and teachers are positioned as central change agents in RRR education.
El presente ensayo entabla un debate sobre la investigación contemporánea en liderazgo educativo, propone ésta área de investigación como alternativa para la comprensión de las dinámicas organizacionales en el campo de la educación. El objetivo del documento es demostrar la complejidad de las teorías del liderazgo educativo a través de rastrear sus orígenes y exponer sus debates actuales. Se propone un agrupamiento desde las orientaciones conceptuales en operacional, analítica y dialógica, además de explicar los enfoques investigativos entitativo, relacional y sincrético. Se concluye que en las teorías del liderazgo educativo pueden construirse diseños investigativos complejos, debido a las variadas perspectivas que dan evidencia de dicotomía conceptual y entrelazamiento teórico-metodológico y, sobre todo, una indisoluble relación entre la teoría y la práctica. Esta discusión puede aportar a reconocer las propiedades de las teorías en cuestión y a reanimar el debate sobre sus límites en la construcción del conocimiento.
El presente texto despliega una crítica del modelo de formación para la docencia en primarias públicas de México durante la reforma de 2013. Este modelo dejó de ser pertinente, sobre todo porque burocratizó la práctica formativa, con lo que redujo las potencialidades educativas y sociales de sus destinatarios. En su fase inicial, la formación docente se desarrolla principalmente en las escuelas normales, cargada de un fuerte arraigo que separa la docencia pública del ámbito universitario y le provoca cierto aislamiento profesional. En su fase continua, está a cargo de funcionarios que conforman grupos de élite académico-administrativo, se apoya en dispositivos normativos, centrados en el análisis de las políticas vigentes, en lugar de un análisis pedagógico sistemático; el enfoque metodológico reduce la reflexión a la vigilancia técnica, lo cual reduce las posibilidades de intervención de problemas educativos situados; la formación para asesores técnico-pedagógicos en este esquema es desestimada y prácticamente nula. Un modelo de formación docente renovado exige que los actores educativos se impliquen en los contextos de práctica de la educación primaria, que desafíen su creatividad y que se vinculen interinstitucionalmente.
El liderazgo, la administración y la política educativa derivada de reformas en la escala pública tienen una amplia relación con las ciencias de la administración. Este número especial está compuesto por seis artículos derivados de investi-gaciones terminadas y dos ensayos académicos. Los temas presentes son la arti-culación de la gestión escolar y comunitaria en contextos indígenas, el liderazgo educativo en la legislación y la práctica directiva escolar, la reflexión metodológi-ca que liga la dirección de organizaciones educativas con la psicología, la reforma educativa y su impacto en la formación docente y directiva, además del liderazgo transformacional en la educación superior. Aunque la mayoría de las investiga-ciones tocan tierra en escenarios educativos mexicanos, las nacionalidades de los autores son diversas: México, Chile, Guatemala, Cuba y Venezuela.
