O ritmo de utilização dos oceanos pelo ser humano está a ser muito superior ao compasso dos consensos que a humanidade está a conseguir atingir em fóruns internacionais. Esta divergência está a colocar os oceanos numa rota perigosa que pode gerar excessivas tensões ambientais, sociais e económicas, de consequências imprevisíveis. Alguns sinais de uso desmedido já se conseguem identificar claramente, em “ilhas” de plástico que existem em todos os oceanos e nos extremos índices de poluição costeira, identificados nos oceanos Pacífico e Índico asiáticos, bem como no Golfo da Guiné e em partes do Oceano Pacífico na América Central. Utilizando os mecanismos que levaram à criação das agências vocacionadas para o espaço, os países que mais utilizam os oceanos devem ponderar a criação ou upgrade de agências nacionais para o desenvolvimento sustentável através dos oceanos, mares, lagos e rios.
