We are the global leader in funding, producing and synthesising high-quality evidence of what works, for whom, why and at what cost. We believe that better and policy-relevant evidence will make development more effective and improve people's lives.3ie systematic reviews 3ie systematic reviews appraise and synthesise the available high-quality evidence on the effectiveness of social and economic development interventions in low-and middle-income countries. These reviews follow scientifically recognised review methods, and are peerreviewed and quality assured according to internationally accepted standards. 3ie is providing leadership in demonstrating rigorous and innovative review methodologies, such as using theory-based approaches suited to inform policy and programming in the dynamic contexts and challenges of low-and middle-income countries.
Hate crimes undermine tolerance and social inclusion by conveying an “outsider” status of the victim and other group members to the broader community. Yet, limited research considers whether non-victims recognize hate crime incidents when they occur. Using census and survey data for 4,000 residents living in 145 communities, we ask whether local residents “see” hate crime when it happens in their neighborhood and whether the neighborhood context influences the association between residents’ perceptions of hate crime and self-reported hate victimization. We find that residents’ perceptions are positively related to victim self-reports; however, this relationship weakens in ethnically diverse and disadvantaged areas. This suggests that residents’ perceptions of hate crime may be more dependent upon the community context than non-hate crimes.
In this article, we present the findings of a mixed-methods study of correctional officers’ views on the introduction of body-worn cameras (BWCs) within prisons. Using a statewide survey and in-depth interviews with correctional officers in Queensland, Australia, this study explored officer support for BWCs and the relationship between officer support and several key variables. We found widespread support for the use of BWCs among correctional officers. Female officers and those who held more positive views about the perceived functionality of BWCs and the implementation and training process were most supportive. However, the introduction of BWCs also raises some important considerations for prison management that may impact officer support, including whether to allow officers to access BWC footage for report writing or officer training. Consideration must also be made regarding turn-on policies for BWCs given concerns that more frequent recording has the potential to damage rapport with incarcerated individuals.
Although the consequences of residential segregation are well-documented, few studies to date have examined patterns of residential segregation at the local level in Australia. While available research indicates relatively low levels of residential segregation in Australia compared to other contexts, the traditional measures of segregation commonly utilised tend to be aspatial and global in nature and as such, offer limited insight into local segregation trends. Considering these shortcomings, this paper employs two highly spatialized yet underutilised local segregation measures -Location Quotients and Local Moran's I. Using these measures, this paper explores how various immigrant groups are spatially distributed across two Australian cities with differing immigration histories -Sydney an established immigrant gateway and Brisbane a relatively new immigrant destination. Additionally, this article examines whether or not immigrant neighbourhoods in each city are co-located or isolated. Together, these measures capture the multidimensional nature of residential segregation at the local level and illuminate patterns of residential segregation in both Sydney and Brisbane.
This article draws on life-course and desistance theory to explore the relationship between the factors of age, ethnicity, offence type, and incarceration history for a sample of 1,035 women released from custody between January 2013 and January 2014, data gathered from the Australian Queensland Corrective Services administrative dataset. It also explores their impact on recidivism and the time between release and reoffending (known as “time to failure”) until September 2017. The data indicate substantial rates of reoffending with 70% of the sample reoffending (a return to custody/parole/probation) within the 2- to 4-year observation period. Notably, 50% of women reoffended in their first year post-release, 36% within 6 months, and 23% within the first 3 months. Regression results show that violent offenders are considerably more likely to be recidivists and older offenders are less likely to be recidivists; Aboriginal and Torres Strait Islander offenders were also more likely to reoffend. Incarceration history is significantly associated with reoffending and “time to failure”. It is clear that there needs to be increased intervention and support for female offenders during the first 2 years post-release from custody. This is particularly important for Aboriginal and Torres Strait Islander women and those with an extensive history of incarceration.
This report provides the world’s first systematic review of criminal justice responses to child sexual abuse material (CSAM) offending. The systematic search identified 20,820 records, yielding eight eligible impact evaluations. Six studies focused on policing and two on the judicial arm of the criminal justice system. No correctional impact evaluations met our inclusion criteria. We qualitatively synthesise the evidence and use an evidence and gap map to visualise the current state of the evaluation evidence. Future research needs to prospectively design and rigorously evaluate evidence-informed interventions that are specifically tailored to CSAM offending.
Objective: To date, much of what we know about the immigration–crime link is based on the United States setting. Yet, contextual features unique to the United States may produce distinct outcomes for immigration and crime that do not hold elsewhere. This study therefore tests the applicability of ecological frameworks largely derived from the United States experience (such as the immigration revitalization thesis) in a country with a greater mixture of ethnic groups and where immigration policy is focused on recruiting skilled immigrants. Methods: Utilizing an innovative hybrid modeling approach, this article draws on three waves of census data and nine years of official recorded crime incident data to examine the effect of immigration on violent crime across 882 neighborhoods located in two Australian cities. Results: The results offer little evidence that neighborhoods with a greater concentration of immigrants have more crime or that increases in the immigrant population over time are associated with increased violence. Diversity however appears to have a more problematic effect on violent crime in both cities. Conclusions: While these findings are relatively consistent with previous research in the United States, whether this similarity is due to a process of revitalization requires further investigation.
