Esta pesquisa se propõe a investigar a transparência como prática de gestão pública em dez municípios do noroeste do Rio Grande do Sul, tendo como objetivo principal compreender como os gestores públicos têm atuado na disponibilização de informações em portais eletrônicos de prefeituras municipais, a partir da Lei de Acesso à Informação (LAI, Lei 12.527/2011). Trata-se de um estudo exploratório com metodologia qualitativa. A partir de um ranking de transparência estabelecido com base no Índice de Transparência da Gestão Pública Municipal (ITGP-M), foram realizadas entrevistas semiestruturada buscando a compreensão das práticas que qualificam as posições no ranking, na percepção dos gestores. Os resultados apontam certa resistência quanto à disponibilização de informações, predominando ainda a cultura patrimonialista. Os dados de disponibilização obrigatória são fornecidos sem ressalvas, enquanto os demais passam por “filtro” da administração, o que tem impedido a efetividade da LAI.
Neste estudo investigou-se a situação da transparência na gestão pública nos 25 municípios que integram o COREDE Missões/RS, por meio dos seus portais eletrônicos, utilizando ranqueamento elaborado a partir da aplicação do Índice de Transparência da Gestão Pública Municipal (ITGP-M), elaborado por Cruz (2010). Para a coleta dos dados, utilizou-se um roteiro estruturado de observação, a partir dos critérios de avaliação do ITGP-M, o qual quantifica a transparência municipal em até 143 pontos, divididos em seis categorias de informações. Os resultados indicam baixos níveis de transparência, demonstrando que nenhum dos 25 municípios investigados divulga completamente as informações acerca da gestão pública municipal. A média geral do índice de transparência (ITGP-M) foi de 53,68 pontos, sendo que o município com menor pontuação obteve 35 pontos (Dezesseis de Novembro), enquanto que o maior índice atingiu 76 pontos (São Luiz Gonzaga). Tal análise reflete que muitos dos portais dos municípios investigados configuram-se predominantemente como murais eletrônicos e não como espaços de construção da transparência. Grande parte desses portais possui características meramente informativas dos órgãos e departamentos da prefeitura municipal, tornando coadjuvante o cumprimento de grande parte dos requisitos legais para o atendimento das demandas informacionais da sociedade.

Este trabalho objetiva mensurar o nível de transparência, por meio da Escala Brasil Transparente (EBT), nos portais eletrônicos das prefeituras que fazem parte do COREDE Missões-RS, bem como a relação de transparência com os indicadores socioeconômicos. Os resultados apresentam a composição de um ranking, sendo que nos primeiros lugares estão os municípios de Cerro Largo, de Santo Antônio das Missões e de São Paulo das Missões, pelo fato de atenderem a todas as prerrogativas solicitadas. Também se observou a relação significativa, de efeito médio e positivo, entre o nível de transparência e os indicadores população e receita total arrecadada. Por fim, percebeu-se que os municípios investigados apresentam baixos níveis de transparência eletrônica, principalmente no que se refere à transparência passiva.
