Changing collective behaviour and supporting non-pharmaceutical interventions is an important component in mitigating virus transmission during a pandemic. In a large international collaboration (Study 1, N = 49,968 across 67 countries), we investigated self-reported factors associated with public health behaviours (e.g., spatial distancing and stricter hygiene) and endorsed public policy interventions (e.g., closing bars and restaurants) during the early stage of the COVID-19 pandemic (April-May 2020). Respondents who reported identifying more strongly with their nation consistently reported greater engagement in public health behaviours and support for public health policies. Results were similar for representative and non-representative national samples. Study 2 (N = 42 countries) conceptually replicated the central finding using aggregate indices of national identity (obtained using the World Values Survey) and a measure of actual behaviour change during the pandemic (obtained from Google mobility reports). Higher levels of national identification prior to the pandemic predicted lower mobility during the early stage of the pandemic (r = −0.40). We discuss the potential implications of links between national identity, leadership, and public health for managing COVID-19 and future pandemics.

To help scholars better understand the social and moral psychology behind public health behavior, we present a dataset comprising of 51,404 individuals from 69 countries. This dataset was collected for the International Collaboration on Social Moral Psychology of COVID-19 project (ICSMP COVID-19). This social science survey invited participants around the world to complete a series of individual differences and public health attitudes about COVID-19 during an early phase of the COVID-19 pandemic (between April and June 2020). The survey included seven broad categories of questions: COVID-19 beliefs and compliance behaviours; identity and social attitudes; ideology; health and well-being; moral beliefs and motivation; personality traits; and demographic variables. We report both raw and cleaned data, along with all survey materials, data visualisations, and psychometric evaluations of key variables.

To mitigate the enormous and asymmetric economic implications of the COVID-19 pandemic, the EU has adopted an unprecedented €750 billion fiscal transfer programme, financed by joint member state liabilities. The highly contested decision pitted ‘frugal’ northern member states against ‘profligate’ southern member states. However, do citizens from northern countries view EU transfers as unfavourably as their governmental positions suggest? This article focuses on the crucial case of the Netherlands, whose government has become the assertive leader of the ‘frugal’ coalition. We test COVID-19 specific explanations based on a large-scale survey conducted at the height of the pandemic. Our analysis suggests that citizens who experience the non-material health and social effects of the pandemic more directly are more supportive of fiscal transfers than those to whom the pandemic is more abstract, whereas those who experience negative financial effects and those who believe that COVID-19 is a conspiracy are less supportive.
In this article, we draw on insights from the interactionist perspective in sociology and international relations (IR) norm contestation literature to explore the relationship between deviance and normative change in international politics. In IR, this is still largely unexplored territory: we already know a great deal about how norms change, yet we know much less about the actual role norm violations play in this process. In order to address this gap, we conceptualize three types of normative contestation and affirmation that take place in connection with deviance (re)construction: (1) applicatory contestation and affirmation, reconstructing the meanings of international norms; (2) justificatory contestation and affirmation, challenging and reaffirming the legitimacy of international norms; and (3) hierarchical contestation and affirmation, contesting and reaffirming the relative value and importance of international norms. We discuss how, as a consequence of these dynamics, deviance-making produces both stability and change in the normative structure of world politics. 1 We use the term 'deviance' in its traditional sociological sense of 'certain deviations from social norms which encounter disapproval' (Clinard 1957, vii). While the main focus of sociology as a discipline has been on deviant behaviour, deviance also encompasses norm-violating attitudes (beliefs) and conditions (Adler and Adler 2014, 13).
