Zusammenfassung: Im Rahmen der Harmonisierung der Unternehmensbesteuerung in Europa wird gegenwärtig von der Europäischen Kommission ein Steuersystem auf Basis einer gemeinsamen konsolidierten Körperschaftsteuerbemessungsgrundlage (GKKB) ausgearbeitet, nach dem EU-weit tätige Konzerne ihre steuerliche Belastung ermitteln sollen. Im vorliegenden Beitrag wird neben diesem System ein alternativer Vorschlag, das European Tax Allocation System (ETAS), vorgestellt und steuerökonomisch untersucht. Auf Basis einer dynamischen, mehrperiodischen Modellierung von Grenzinvestitionen wird analysiert, unter welchen Bedingungen das jeweilige europäische Unternehmensbesteuerungskonzept einen besonders starken Einfluss auf die steuerliche Belastung von Investitionen in Konzernen ausübt und wann eine Diskriminierung bzw. Subvention von Realinvestitionen erfolgt. Im Rahmen der Analyse werden hierfür insbesondere die Wirkungen von Steuersatz-und Gewinnermittlungsunterschieden in den europäischen Mitgliedsstaaten, von Gewinnverwendungsentscheidungen und einer etwaigen Differenzierung zwischen business-und non-business income untersucht. Des Weiteren ist der Beitrag der Frage gewidmet, ob die zugrunde liegenden Konzepte im besonderen Maße Möglichkeiten bergen, durch grenzüberschreitende Gewinnverlagerungen die Steuerbelastung zu reduzieren.
