In this paper we will pose the question whether a higher level of user participation could be used as a strategy to improve the development and dissemination of sustainable energy technologies. We will especially focus on user-led innovation processes with a high involvement of individual end-users.In our argument we will draw on several case studies in the field of renewable energy technologies-in particular solar collectors and biomass heating systems-and sustainable building technologies. Users in these case studies were involved in the design or planning processes, sometimes in a very selective way and with limited influence, sometimes very active and for quite a long period of time. Especially in the case of renewable energy technologies self-building groups were highly successful and resulted in improved and widely disseminated technologies.Based on the empirical results of our case studies we will critically discuss the potential of user involvement (especially in selfbuilding groups) for the development and promotion of sustainable energy technologies and outline technological and social preconditions for the success of such approaches. r
A case-control study of the car-free model housing project in Vienna was conducted to evaluate whether people living in this settlement have more 'sustainable lifestyles' than people living in comparable buildings in Vienna. Another aim was to identify the lifestyle characteristics and household activities which significantly influence the environmental impact of the residents of the car-free housing project and a control group. The control group, referred to as the reference settlement, was chosen from a nearby building complex, with similar characteristics, but without the car-free feature. Household consumption patterns were estimated based on interviews in combination with data from the Austrian consumer expenditure survey and the national accounts. The evaluation of household environmental impacts uses emissions estimates from the Austrian national accounting matrices including environmental accounts and data from life-cycle assessments.Households from the car-free settlement have substantially lower environmental impacts in the categories of ground transportation and energy use; their CO 2 emissions of these two categories are less than 50% of those living in the reference settlement. The households in the car-free settlement have somewhat higher emissions in the categories air transport, nutrition, and 'other' consumption, reflecting the higher income per-capita. As a result, the CO 2 emissions are only slightly lower than in the reference settlement, but the emissions intensity is 20% lower. Both household groups have significantly lower environmental impacts than the Austrian average reflecting less car use and cleaner heating energy in Vienna.
The paper discusses the dynamics behind price-based incentives in demand response programmes promoting time shifting of energy consumption in households. Through a comparative analysis of smart energy pilots in Norway, Austria, and Denmark, the study shows that economic incentives under certain conditions influence energy-consuming practices of households but not in ways anticipated by widespread rational conceptualisations within economic, engineering, and policy-making approaches. The paper elaborates the practice-theoretical understanding of financial structures in smart energy interventions and identifies the socio-material configurations causing price to play a role. This informs policymakers and developers of future smart energy interventions. The overall policy recommendation of the paper is that smart energy designers, planners, and policymakers need to consider the complexity of interrelated elements that codetermine the effectiveness of price incentives. Thus, a successful coupling between price incentives and demand response actions can best be realised via a productive mixture of mutually supporting elements (engagements, devices, and competences). In addition, the paper provides specific recommendations related to the design of effective and workable price schemes that fit into the everyday lives of households.
Abstract:The transition to a sustainable energy system faces more challenges than a simple replacement of fossil energy sources by renewable ones. Since current structures do not favor sustainable energy generation and use, it is indispensable to change the existing infrastructure. A fundamental change of the energy system also requires re-organizing spatial structures and their respective institutions and governance structures. Especially in Austria, urban sprawl and unsustainable settlement structures are regarded as one of the main developments leading to increased energy demand. One of the aims within the project E-Trans 2050 was to identify socio-economic constellations that are central to the further transformation of the energy system and to focus on actors and their socio-technical framework conditions. Based on a sustainable future vision for the year 2050 a backcasting workshop was conducted to identify necessary steps for the envisaged transition to a more sustainable energy system. The results shed light on the necessary changes for a transformation towards sustainability in the specific Austrian situation. Critical issues are region-specific production of energy and its use, settlement and regional structures and values and role models, which all have a determining influence on energy demand. Combining the knowledge of extensive energy use with available energy resources in spatial planning decisions is a main challenge towards a long term sustainable energy system.
