Contrary to previous reports that women are more concerned about environmental risks than men, we hypothesized that men and women residing in neighborhoods stressed by multiple hazards would demonstrate similar concerns about local environmental conditions. Analysis of a national data base and an aggregate of ten local data bases found greater female than male concern about local technological, behavioral, and land use hazards in good neighborhoods, but, as expected, not in stressed ones. We urge analysts to conduct more studies in stressed neighborhoods in order to better understand the perspective of those who live with environmental risks.
Public and political opposition have made finding locations for new nuclear power plants, waste management, and nuclear research and development facilities a challenge for the U.S. government and the nuclear industry. U.S. government-owned properties that already have nuclear-related activities and commercial nuclear power generating stations are logical locations. Several studies and utility applications to the Nuclear Regulatory Commission suggest that concentrating locations at major plants (CLAMP) has become an implicit siting policy. We surveyed 2,101 people who lived within 50 miles of 11 existing major nuclear sites and 600 who lived elsewhere in the United States. Thirty-four percent favored CLAMP for new nuclear power plants, 52% for waste management facilities, and 50% for new nuclear laboratories. College educated, relatively affluent male whites were the strongest CLAMP supporters. They disproportionately trusted those responsible for the facilities and were not worried about existing nuclear facilities or other local environmental issues. Notably, they were concerned about continuing coal use. Not surprisingly, CLAMP proponents tended to be familiar with their existing local nuclear site. In short, likely CLAMP sites have a large and politically powerful core group to support a CLAMP policy. The challenge to proponents of nuclear technologies will be to sustain this support and expand the base among those who clearly are less connected and receptive to new nearby sites.
The number and magnitude of devastating natural and human events make it imperative that we actively and systematically estimate the costs and benefits of policy decisions in affected localities, regions, states, and nations. Such strategic risk management preparedness efforts should forecast well into the future and include scenarios with and without enhanced engineered structures; with reduced vulnerability through land-use planning and design; with the impact of resiliency and mitigation; with evacuation and relocation; and with the costs and benefits of recovery and restoration. We describe different kinds of regional economic models that can be used in these preparedness planning efforts, explore critical data needs, and advocate a shared federal-state-local strategic planning effort to accomplish the objective.
A survey of 3,200 U.S. residents focused on two issues associated with the use of nuclear and coal fuels to produce electrical energy. The first was the association between risk beliefs and preferences for coal and nuclear energy. As expected, concern about nuclear power plant accidents led to decreased support for nuclear power, and those who believed that coal causes global warming preferred less coal use. Yet other risk beliefs about the coal and nuclear energy fuel cycles were stronger or equal correlates of public preferences. The second issue is the existence of what we call acknowledged risk takers, respondents who favored increased reliance on nuclear energy, although also noting that there could be a serious nuclear plant accident, and those who favored greater coal use, despite acknowledging a link to global warming. The pro-nuclear group disproportionately was affluent educated white males, and the pro-coal group was relatively poor less educated African-American and Latino females. Yet both shared four similarities: older age, trust in management, belief that the energy facilities help the local economy, and individualistic personal values. These findings show that there is no single public with regard to energy preferences and risk beliefs. Rather, there are multiple populations with different viewpoints that surely would benefit by hearing a clear and comprehensive national energy life cycle policy from the national government.
A survey was conducted with over 200 residents of a largely Hispanic census tract in the City of Perth Amboy, NJ, in order to identify their preferences for brownfield redevelopment and the extent to which residents want to participate in the redevelopment process. We found that residents preferred recreation, cultural and other community facilities, followed by new housing. They were less interested in industry and business. Three-quarters of respondents indicated a desire to participate in the redevelopment process. Those who were most interested in participation tended to be optimistic, less trusting of authority, distressed by brownfields and focused on providing opportunities for youth. In light of the fact that US brownfields redevelopment has been promoted as a way to bring industry and commerce back to inner-city neighbourhoods, the findings of this study imply that local government and business interests need to work closely with local communities to build support for commercial land uses. Alternatively, processes need to be developed that will fund the clean-up of brownfield sites to residential and recreation land-use standards.
More than 50 years of research, development, manufacture, and testing of nuclear weapons at Department of Energy (DOE) sites has left a legacy of on-site contamination that often spreads to surrounding areas. Despite substantial cleanup budgets in the last decade, the DOE's top-to-bottom review team concluded that relatively little actual cleanup has been accomplished, although milestones have been met and work packages completed. Rather than solely use regulatory constraints to direct cleanup, many people have suggested that human and ecological health should guide long-term stewardship goals of DOE-managed sites. The main questions are how ecological and human health considerations should be applied in deciding the extent of cleanup that contaminated sites should receive and how near-term and longer run considerations of costs and benefits should be balanced as cleanup decisions are made. One effort to protect ecological integrity is the designation of the largest sites as National Environmental Research Parks (NERPs). Recently, the Competitive Enterprise Institute (CEI) suggested isolating and conserving DOE sites as a policy priority because of their rich ecological diversity. A more effective long-term stewardship approach for former nuclear weapons complex sites may emerge if the guiding principles are to (1) reduce risks to human and ecological health, (2) protect cultural traditions, and (3) lower short- and long-term cleanup and remediation costs. A "net benefits" perspective that takes both near- and longer-term costs and consequences into account can help illuminate the trade-offs between expensive cleanup in the near term and the need to assure long-term protection of human health, cultural values, and high levels of biodiversity and ecological integrity that currently exist at many DOE sites.
