The public debate about the right type of agriculture for Sub-Saharan Africa (SSA) often constructs a dichotomy between smallholders and large-scale agriculture. This oversimplification ignores some important intermediary forms for organising agriculture, including nucleus-outgrower schemes (NOSs). NOSs promise to combine the benefits of both while potentially reducing, though not avoiding, (part of) their drawbacks. This article analyses the conditions under which NOSs are feasible and beneficial for investors, outgrowers and rural development for selected value chains in Tanzania. It is based on an empirical study comprising 276 qualitative interviews with various stakeholders conducted in central Tanzania in spring 2015 on 10 NOSs in three subsectors (rice, sugar cane and tea) in different stages of realisation (planning, establishment, full production and failure or near-failure). The study examines why investments succeed or fail in different stages, the socioeconomic impacts and various policies important for their fate. Findings show that there are many challenges to successfully implementing NOSs in Tanzania, including national policies on the business environment, on agriculture in general and on specific subsectors, and, especially, on land issues. Nevertheless, these schemes seem to have considerable potential to support local development, particularly by providing employment and salaries, incomes for outgrower farmers, infrastructure and corporate social responsibility (CSR) projects as compensation for loss of access to land for the community. The specific details of a particular business model influence the opportunities and risks, but no single model seems to be superior; much depends on the subsector structure and the services already available. In general, policies to attract and steer NOSs in Tanzania are not yet sufficiently developed, coordinated or implemented.

Social cohesion plays a key role in processes of peacebuilding and sustainable development. Fostering social cohesion might present a potential to enhance the connection of natural resource management and peacebuilding and better functioning of sustainable land use systems. This contribution explores the nexus between social cohesion, natural resource management, and peacebuilding. We do so by (1) reviewing literature on the three concepts and (2) studying four different key action areas in the context of sustainable cocoa production for their potential to enhance social cohesion, namely (a) agroforestry; (b) cooperatives; (c) certification schemes; and (d) trade policies. Research is based on experience from cocoa production in two post-conflict countries, Côte d’Ivoire and Colombia. Our findings show that by fostering environmentally sustainable agricultural practices, these key action areas have a clear potential to foster social cohesion among cocoa producers and thus provide a valuable contribution to post-conflict peacebuilding in both countries. However, the actual effects strongly depend on a multitude of local factors which need to be carefully taken into consideration. Further, the focus in implementation of some of these approaches tends to be on increasing agricultural productivity and not directly on fostering cocoa farmers’ wellbeing and societal relations, and hence a shift toward social objectives is needed in order to strengthen these approaches as a part of overall peacebuilding strategies.
Globally, natural resources are increasingly under pressure, especially due to population growth, economic growth and transformation as well as climate change. As a result, the water, energy, and food (WEF) nexus approach has emerged to understand interdependencies and commonly manage resources within a multi-scale and multi-level framework. In Sub-Saharan Africa, the high and growing consumption of traditional biomass for cooking purposes -notably fuelwood and charcoal-is both a key source of energy and contributor for food security as well as a pressure on natural resources. Improving the bioenergy value chains is essential for limiting environmental degradation and for securing the livelihoods of millions of people. Although the WEF nexus approach entails large potential to address the complex problems arising along the bioenergy value chains, these are currently not considered. Based on the WEF nexus approach, we analyze the different steps within the charcoal value chain in Sub-Saharan Africa and highlight the respective interdependencies and the potential for improving overall socio-economic and environmental sustainability. We emphasize the water, energy and food related implications of vicious and virtuous production cycles, separated by value chain segments. We discuss the potential and major challenges for implementing more sustainable value chains. Furthermore, we underline the necessity of applying WEF nexus approaches to these value chains in order to optimize environmental and social outcomes.
The lack of adequate techniques for food processing is among the reasons underlying food losses and high levels of hunger in Sub-Saharan Africa; the application of solar energy to dry agricultural products is one potential solution. However, the total replacement of traditional uses of solar energy is still far from reality. Therefore, in this study, we systematically review the academic literature testing passive solar drying systems in order to assess their performance. Then the main limitations and challenges for passive solar dryers developed in Sub-Saharan Africa are derived. The literature search reveals very limited research and a lack of standardized methods to assess solar dryer performance. Studies mainly report parameters related to dryers’ thermal performance and physical features, thus neglecting parameters related to the quality of dried products and economics. Standardized and robust methodologies are urgently needed for more accurate conclusions and comparability of study results. Moreover, successfully applying passive solar dryers as an alternative to the traditional use of solar energy requires overcoming challenges such as time consumption, limited quantities of dried products, and the periodic nature of solar radiation. Thus, given its ability to significantly improve the self-life of food and overcome the current limitations for effective utilization of solar dryers in SSA, the use of mixed mode passive greenhouse dryers is proposed.
This paper explores the use of international governance frameworks as being one of the ways to regulate large-scale land acquisitions (LSLAs). LSLAs are currently flourishing in both developed and developing countries, in particular in the sub-Saharan Africa region. Although they can potentially have many positive impacts in rural areas, many LSLAs have been shown to mainly produce negative impacts in poor countries with weak national policy and institutional frameworks and poorly defined rights for rural people. To successfully regulate the occurrence of LSLAs and their impacts, it needs to be understood that LSLAs are more complex than they are usually portrayed as being. Some of the complexities pertain to water issues; provenience of investors; legality and legitimacy of acquisitions; as well as the diversity of actors and the people affected. Against this background, five international frameworks are looked at: human rights, voluntary international guidelines, international global water governance regimes and bi-/multilateral river treaties, and voluntary private standards and codes. The paper concludes that the frameworks reviewed provide valuable guidance regarding LSLAs, but no single approach can help in dealing with the multitude of actors, situations, and impacts of LSLAs. Even if they are considered collectively, they can tackle many but not all challenges. A key question is how these frameworks are deployed at the local level. Some rely on translation into national laws and on their implementation, others try to establish a direct linkage between the international and the local level. It is of great interest to study how international frameworks trickle down to local policy arenas, how they are used by stakeholders, and how they are finally shaping conflicts at the local level and affecting their results. In particular, their potential for empowering poor stakeholders should be of interest for research and development.
