This paper aims to analyze the evolution and main characteristics of Japanese Foreign Direct Investment in Mexico, since Japan has been the main source of investment in Mexico coming from Asia. Attracted by Mexico´s liberalization trade policy since the eighties, Japanese subsidiaries already established in the United States transferred some of their production activities into Mexico, contributing to the leading automotive and electronic exporting sectors. Both the North American Free Trade Agreement and the Japan-Mexico Economic Partnership Agreement have incentivized the location of Japanese plants in Mexico. Given the concentration of Japanese Foreign Direct Investment in the manufacturing exporting sector, it is playing a role in the formation of production networks with connections not only to North America but to Asian countries as well.
En 2018 nuestra revista México y la Cuenca del Pacífico (MyCP) cumple veinte años de publicación ininterrumpida. La iniciativa de lanzar una revista especializada en temas de Asia-Pacífico fue la respuesta del grupo de investigadores del las economías de la región, frente a la crisis financiera de Asia del año 1997. En ese momento vislumbrábamos la relevancia de la región en la economía global; actualmente, la importancia global de Asia-Pacífico es indiscutible. Importancia de la región de Asia-PacíficoEl siglo xxi es el siglo del Pacífico. La región Asia-Pacífico se ha convertido en la más dinámica del mundo. Aquí algunos indicadores que dan cuenta de este dinamismo. De acuerdo con cifras del Foro de Cooperación Económica Asia-Pacífico (apec por sus siglas en inglés), las veintiuna economías que conforman este foro aglutinan el 39% de la población mundial y contribuyen con el 60% al Producto Interno Bruto (pib) global (apec, 2017). Las dos economías más importantes por su tamaño son Estados Unidos (ee.uu.) y China, ambas suman una participación del 40%. En tanto, la región participa con 47% del comercio global, en lo que destaca la participación de ee.uu., China y Japón.
Con la llegada de los españoles al Océano Pacífico a través de la Nueva España y la subsecuente colonización de las Filipinas, ocurrieron los primeros contactos entre el mundo novohispano y Japón, donde destacan al menos un par de embajadas oficiales de cada lado. Dentro de este marco nos encontramos con la historia de un par de personajes japoneses que llegaron a ocupar un lugar protagónico en la sociedad de la Guadalajara del siglo xvii. Sus nombres: Luis de Encío y Juan de Páez. Del primero se cree que antes de arribar a la Nueva Galicia tuvo una vida como samurai. Sobre Juan de Páez descubrimos que nació en la ciudad de Osaka, aunque aún está pendiente saber cómo llegó a Guadalajara. Encío alcanzó a destacarse como mercader de esta ciudad, mientras que Páez fue de los hombres más adinerados e influyentes de la región. Con este texto ofrecemos un resumen de la historia de estos dos japoneses convertidos en tapatíos, la cual embona como una pieza más en la historia de las relaciones entre Asia y América a través del Pacífico.
En los primeros quince años del siglo xxi México se ha visto favorecido por crecientes flujos de inversión extranjera, entre los que destaca la inversión japonesa. Las empresas multinacionales japonesas han tenido una larga presencia en México: es el caso de la empresa automotriz Nissan que en 1966 fundó la primera planta fuera de Japón, y constituyó la primera planta japonesa en México, localizada en Cuernavaca, Morelos. Esta produciría el famoso modelo Datsun para el mercado nacional. Con la firma del Acuerdo de Libre Comercio de América del Norte (tlcan) en 1994 un nuevo flujo de inversión japonesa llegó a México. Así, Honda inició operaciones de su planta de autos en Jalisco en 1995. Actualmente ya suman cerca de 900 empresas niponas operando en México, pues el número se ha duplicado en los últimos cinco años. Varios son los factores que han contribuido a impulsar este flujo de inversión. En primer lugar debe destacarse la red de tratados comerciales que México tiene firmados (12 con 47 países). Japón es el único país de Asia con el que nuestro país ha signado un Acuerdo de Asociación Económica (aae). Éste entró en vigor en 2005 y, como todo acuerdo de este tipo, tiene como objetivo promover el comercio y atraer la inversión.
