International audienceThe different agreements on oil and natural gas signed by Russian and Chinese companies testify to the profound changes in the oil and gas policies of both Russia and China. We stress the importance of the contractual norms which structure the energy interdependency of the countries involved. As there is no international multilateral framework able to manage energy supply security, the way the countries involved construct their energy interdependence to an extent defines models of sectoral governance
Les interdépendances entre l’UE et ses fournisseurs extérieurs en matière de gaz naturel au premier rang desquels la Russie posent la question de la confrontation de préférences contradictoires des acteurs impliqués dans l’échange. Elles interrogent également l’impact transformatif de l’interdépendance lié à des processus d’hybridation entre acteurs asymétriques. L’article montre que la norme concurrentielle agit comme levier d’une hybridation des régulations à la fois du secteur gazier russe et de la politique énergétique de l’UE. Ainsi, le conflit de préférences UE-Russie naît de tentative européenne d’exportation de sa régulation concurrentielle au secteur gazier russe. Si celle-ci s’avère être un échec, l’importance du marché européen conduit toutefois à une adaptation du modèle russe de gouvernance gazière. Mais celle-ci implique en retour une transformation du modèle européen.Classification JEL : F55, L22, L72, Q37.
The relation between the climate regulation and the multilateral trade regime is a rising issue in the field of international governance. This paper presents the options available to Organization of Petroleum Exporting Countries' economies related to this. It analyses the option of introducing a carbon tax or border adjustment measures in the core of the World Trade Organization (WTO) regime. It demonstrates that this option is not sustainable for both institutional and political economy reasons. This is why the paper argues that the way to build a climate-compatible trade regulation that takes into account oil-exporting countries' interests is to elaborate a cross-institutional cooperation between the WTO and the United Nations Framework Convention on Climate Change.

RésuméCet article présente les principales contradictions dans lesquels est prise l'Organisation mondiale du commerce tel que les révèle le déroulement du programme de Doha pour le développement. Ils constituent une manifestation des contradictions structurelles et institutionnelles dans les rapports NordSud au sein du système commercial multilatéral. L'article réfute la thèse du nombre comme explication prédominante de l'enlisement de la négociation. L'articulation entre la nature de la régulation commerciale contenue dans les Accords de l'OMC et l'évolution des équilibres de puissance constitue la source majeure des dysfonctionnements du système commercial multilatéral. Il en résulte un abandon de la dimension développement du cycle de Doha et une interrogation sur la soutenabilité environnementale et sociale du régime commercial de l'OMC.Mots-clés : multilatéralisme, libre-échange, émergence, traitement spécial et différencié.
