Familienpolitik in den Zwängen konservativer und neoliberaler Logiken: ein deutsch-französischer Vergleich Mechthild Veil Seit langem gilt französische Familienpolitik als Vorbild für Reformen in Deutschland -und dies nicht erst seit der Jahrtausendwende. Ein wenig neidisch blicken politisch engagierte Frauen in Deutschland auf familienpolitische Errungenschaften in Frankreich: auf die gut ausgebaute Infrastruktur zur Kinderbetreuung -Krippen, écoles maternelles, ein Netz von sozial abgesicherten Tagesmüttern -kurz, auf ein Betreuungssystem im Ganztagsrhythmus, das, zur sozialen Norm geronnen, Müttern ein berufliches Engagement erleichtern hilft. Konservativ geprägte Familienpolitiker haben Schwierigkeiten, die anhaltend hohen Geburtenraten mit den hohen Erwerbsquoten von Müttern in Verbindung zu bringen. Die empirischen Befunde irritieren. Der Blick nach Frankreich ist von den Desideraten deutscher Familienpolitik geprägt. Französinnen verfügen über eine Infrastruktur, für die Feministinnen hierzulande seit langem streiten. Schauen familienpolitische Akteure in Frankreich ("vu de Paris") auf die aktuelle Situation in Deutschland, sind sie erstaunt über die Reformfähigkeit eines als konservativ klassifizierten Familienmodells. Sie unterstützen die jüngsten Reformen (Fagnani/Math 2007, S. 633ff.). Der Vergleich zwischen Deutschland und Vergleich ermöglicht es, das vermeintlich Bekannte mit einem distanzierten und relationalen Blick zu betrachten. Das schafft Denkräume für Alternativen. Ein Zwei-Länder Vergleich bietet zudem die Möglichkeit, die jeweiligen Defiziterfahrungen, aus denen heraus das jeweils andere betrachtet wird, genauer zu untersuchen, auch durch Einbeziehung der historischen Dimension. Seit der Jahrtausendwende ist in beiden Ländern Familienpolitik in Bewegung geraten, entscheidende Reformen wurden eingeleitet, Diskurse verändern sich. Vorherrschend ist eine widersprüchliche ökonomische Neuausrichtung der Familienpolitiken -in Deutschland stärker als in Frankreich. Wie jedoch die Veränderungsprozesse im Einzelnen aussehen, welche Implikationen neoliberale Logiken für die Geschlechterbeziehungen haben, das ist stark abhängig von familienpolitischen Traditionslinien, von den jeweiligen Betreuungskulturen, dem Konzept von Mutterschaft und Vaterschaft, also von dem wohlfahrtsstaatlichen Design, in das die Reformen eingebettet sind. Der Beitrag untersucht die jüngsten Reformen vor dem Hintergrund ihrer Voraussetzungen, und zwar am Beispiel des Ausbaus der Kleinkindbetreuung
