This research analyzes the evolution of the Global Competitiveness Index (GCI) to the economy of Puerto Rico, in the period 2009-2014. The index assigns a score to the participating countries in terms of competitiveness, and is published annually by the World Economic Forum. The study results indicate that Puerto Rico has won 10 stages in the competitiveness ranking, from position 42 in 2009 to position 32 in 2014, while the Global Competitiveness Index has risen from 4.5 in 2009 to a value of 4.6 in 2014. The bureaucratic inefficiency and restrictive government regulations for employment are the factors that constitute the greatest obstacle to doing business on the island, and its weight has not changed significantly since 2009, when it totaled 42.8% compared to 2014 (41.2%). The GCI is a valid reference for the establishment of public policies, investment initiatives and implementing strategies for increasing productivity, aimed at generating prosperity on the island.
The present study was aimed to evaluate the level of organizational learning in the health sector of Ciudad Guayana, Bolivar State. This study was developed through field research with non-experimental design. This shall be determined as the health sector consists in the Guayana region and the study was oriented in the same areas. A survey was applied to 10 health institutions designed. Tests were conducted to determine the reliability of the instrument, showing positive results with a global alpha d 0.920. The level of organizational learning resulting in a value of 3.66 on a scale from one to industry was determined, which was concluded as an acceptable level of learning. Resumen. El presente trabajo tuvo como propósito evaluar el Nivel de Aprendizaje Organizacional en el sector salud de Ciudad Guayana, Estado Bolívar. Este estudio fue desarrollado a través de una investigación de campo con diseño no experimental. Para ello se determinó como está constituido el sector salud en la región Guayana y se orientó el estudio en una de las áreas del mismo. Se diseñó una encuesta que fue aplicada a 10 instituciones del sector salud. Se realizaron pruebas para determinar la fiabilidad del instrumento, arrojando resultados positivos con un alfa global d 0,920. Se determinó el nivel de aprendizaje organizacional del sector dando como resultado un valor de 3,66 en una escala que va desde uno hasta, lo que se concluye como un nivel de aprendizaje aceptable.
This research aims at the development of the Organizational Structure of the Central Unit of Distance Education of the UNEXPO. This design is essential to continue the construction and organization of distance education system of this higher education institution. This unit does not currently exist, and this is necessary to meet the guidelines of the Venezuelan State on the subject of inclusion within the universities. The research design is documentary and not experimental. Data collection for the design of this structure was based on documents prepared and proposed to the Academic Vice President of the UNEXPO, depending on current management structures of the University. Referred functions and current regulations were reviewed. With all this information we proceeded to develop a design of the Organizational Structure for Unit, the Regulations of the Organizational Structure of Distance Education and the list of activities to be undertaken by the Unit based on a manual of rules and procedures.
