La cercana relación entre México y los Estados Unidos de América ha generado iniciativas binacionales para aminorar los problemas ambientales entre estos dos Estados en los últimos años. Dentro de los esfuerzos más importantes se encuentran la firma de acuerdos internacionales, como el Tratado de la Paz, el Acuerdo de Cooperación Ambiental de América del Norte y la creación de instituciones ambientales como el Programa Frontera 2012 y la Comisión de Cooperación Ambiental que buscan aminorar la degradación del medioambiente y de la diversidad biológica, afectadas principalmente por tres factores como son la sobrepoblación, las especies invasoras y el calentamiento global. El desempeño de estas iniciativas entre los dos Estados ha dado mucho que desear, particularmente cuando varias especies se encuentran en peligro de extinción y los casos de contaminación en ambos están en aumento. La presente investigación tiene como principales objetivos dar a conocer la gran diversidad biológica existente en la parte norte de nuestro país, así como el estudio de los diversos factores que la afectan como son la sobrepoblación, especies invasoras, etc. Un objetivo más es analizar diversas acciones que los gobiernos de Estados Unidos y México han emprendido en forma de acuerdos bilaterales para contrarrestar la contaminación del medio natural en la región norte del país.
México es considerado como un territorio megadiverso, debido a que se encuentra entre los países con mayor número de especies en el mundo. Sin embargo los esfuerzos por conservar esta gran biodiversidad han sido deficientes, tanto las acciones emprendidas a nivel federal, estatal y municipal. Una de estas labores en pro del medioambiente es la creación de Áreas Naturales Protegidas (ANP´s), estas son zonas del territorio nacional sobre las que el Estado ejerce su soberanía y jurisdicción, con el objeto de proteger y conservar el equilibrio ecológico de dicha área. Lo anterior mediante la regulación de todo tipo de actividades humanas a través de la legislación competente. No obstante, la problemática general de estas es la falta de recursos y de capacidad institucional para cumplir con el objetivo por las que fueron creadas. Un ejemplo de ello es el Estado de Tamaulipas, que a pesar de que cuenta con 8 ANP´s, adolece de reglamentación para proteger, no solo estas zonas, sino el resto de sus recursos naturales, al no contar con la eficiente reglamentación o implementación de la misma, para no alterar en demasía el equilibrio natural del estado. Esto sumado al problema financiero y de capacidad técnica para cumplir con la meta de la preservación ambiental. El objeto de la investigación es presentar las ANP´s existentes en el Estado así como la biodiversidad con la que cuenta, de igual manera analizar la falta de reglamentos ambientales de la que son parte 35 de los 43 municipios en Tamaulipas.
