Due to the increase in the energy intensity of almost all spheres of human activity, the issue of ensuring the safety of electricity supply is becoming more and more paramount. The main feature of the transmission of electricity in the conditions of the Russian Federation is a significant distance from its source to the end consumer. Throughout the entire section of the transmission line, the elements of the electric power network are affected by a huge number of factors that are completely heterogeneous in nature, among which hydrometeorological factors stand out, which are especially significant due to the territorial location and size of Russia. It becomes obvious that it is necessary to develop a system that allows you to respond in a timely manner to electric power failure threats and eliminate them. Among the known systems engineering methods, the most suitable for these purposes is the synthesis-based approach, the main advantage of which is the ability to initially set the required system performance indicator, which, under conditions of uncertainty, will allow achieving the required activity goal. A critical resource in construction work is electricity. Various problems that can lead to a breakdown of the electric power supply to the construction site can arise during its active operation. The basis of the activity is the decision of the person. Activity is based on the model. The dependence of human activity on electrical energy has formed the need to ensure uninterrupted electric power supply. To solve the complex problem of electric power supply, it is necessary to develop a theory. A properly constructed theory has three levels, three components: methodology, methods, technology. The decision maker (DM) perceives the world around him and carries out his activities through processes. A process is an object in action at a fixed purpose. A constructive methodology should form the condition for the existence of a process with which the DM works. The goal of research is to select and justify the conditions for the existence of the electric power supply process in the interests of guaranteed achievement of the goal of the industrial safety.
Sustainable development in the construction industry is hard to imagine without proper electric power supply. The fulfillment of the target by the control object (electric power networks, sources of electricity) can be achieved only if it’s safe. Safety management system should be developed based on synthesis. Only such an approach guarantees the achievement of the goal of activity (timely and high-quality electric power supply of the construction site). The basis of human activity is the decision of the person (decision maker). There is a need to take into account the qualifications of the manager. Human makes a decision based on a model. Therefore, it is advisable to introduce a manager’s qualification indicator into the mathematical model of managerial decision. The manager’s presence of knowledge and skills appropriate to the current situation allows timely response to emerging threats during the operation of the control object. The methodological foundations of creating a model of the managerial decision in managing the safety of the electric power supply process guarantee sustainable development in the field of construction of residential and industrial facilities.
The problem of the influence of meteorological factors on electric power networks continues to be relevant. For the safe fulfillment of their purpose, electric power networks as an element of the electric power system must guarantee the safety, stability and efficiency of the electric power supply process. To solve the above problems, it is necessary to make decisions based on meteorological observations, since the safety of electric power networks depends on the timely forecasting of meteorological factors. The study examines the possibility of system integration of the process of ensuring the safety of electric power networks and the process of monitoring meteorological factors. In order to increase the level of safety of electric power networks, it is proposed to use a geo information system that collects, processes and transfers meteorological data.
