There is a consensus amongst social scientists and public administration practitioners about the importance of decolonising the education system in Africa and South Africa. Decolonising the education system is viewed as a catalyst to create human capital that will promote economic development to end the scourge of poverty. This study was undertaken to evaluate the effectiveness of the implementation of Curriculum and Assessment Policy Statement (CAPS) as a tool of decolonising from 2014 to 2016. This is a qualitative and descriptive study based on literature, and key informant interviews (KIIs) were used to gather data. This study has, however, found that implementation of CAPS in Limpopo Province is in a state of crisis. While there are many factors that contribute to this crisis, non-delivery of textbooks to schools remains a crucial factor. Civil society and media have been found to be key in playing oversight role in forcing the state to be accountable by taking it to court to deliver textbooks. However, this study recommends that Vhembe district should be used as a model for the province for effective implementation of CAPS.
The basic values and principles of public administration guide the service delivery in the South African context. Despite the government's commitment to improve basic service delivery to the citizens in this era, the South African municipalities are still faced with serious challenges of service delivery and governance. This study discusses the basic values and principles governing public administration in the context of municipal service delivery. Thus, the purpose of this study is to unpack the implementation of the values and principles of public administration on service delivery as enshrined in the Constitution of the Republic of South Africa, 1996. Accountability, transparency, public participation, professional ethics, and access to information are some of the basic values and principles provided by section 195(1) of the Constitution. In this pandemic of COVID‐19, municipal officials in local government are expected to conduct their business in line with the values and principles as enshrined in the Constitution. Theoretically, this study relied on the theory of implementation sometimes referred to “Policy Implementation” by Pressman and Wildavsky (1973). Pressman and Wildavsky defined “implementation” as “to carry‐out, accomplish, fulfil, produce, complete.” Thus, this theory is relevant to this study as it discusses the implementation of the basic values and principles governing public administration. The study proposes how municipal officials should execute their duties within the Thuma Mina program which requires them to be at the forefront of service delivery. Furthermore, municipal officials should provide services within the parameters of basic values and principles of public administration.
Twenty-five schools were burnt. Others were damaged. This is during the protest at Vuwani area. Five houses were also torched. Businesses were brought to complete shutdown for more than three months.The protests followed lack of effective communication and consultation between Municipal Demarcation Board (MDB), government and communities on matters of municipality boundaries. The MDB took a decision that parts of Vuwani would be incorporated into the Malamulele villages to establish a new municipality, LIM 345. This angered Vuwani communities allegedly because they were not consulted. The MDB denied the allegations.A qualitative study was conducted in the area where there were interactions with government, and community members. Media reports were also used to substantiate the findings. It was revealed through the study results that although there was some communication between government institutions including the MDB and community members, this was not effective, hence violent protests. This paper is intended to provide strategies for future effective communication by state functionaries to avoid violent protests caused by ineffective communication.
This chapter has argued that South Africa is not xenophobic contrary to media and some scholars' opinions. It has been shown that xenophobia is not only about hatred to foreign nationals but that foreign nationals collude with national ones in forming rival groups to compete for economic gains. This dispels the theory that the country is xenophobic since hatred and fear are not easy to measure. It also offered that contrary to the theory that migration gives rise to xenophobia with movements of the people crossing borders, the real cause of migration in this case is underdevelopment that followed the occupation of the continent by the European countries. The borders they imposed were designed to divide and rule the continent, and Africa must resolve the border issue, the land issue; teach the history of the continent; and hold festivals with SADC countries to show the unity of the continent. The African Union should have a permanent agenda issue on the unity of the continent.
