renda.Códigos JEL: C61; D63.Este artigo estima as medidas de eficiência técnica dos estados brasileiros na geração de bem-estar, entre os anos de 1986 e 1998, utilizando o método não-paramétrico Data Envelopment Analisys (DEA). São utilizadas como medidas de bem-estar a medida de Sen e, alternativamente, o PIB per capita e oÍndice de Desenvolvimento Humano (IDH). Adicionalmente, são calculadas as medidas de desigualdade de renda inter/intra-regional de Theil para se analisar a trajetória da desigualdade no Brasil como uma determinante do bem-estar. Comparando as medidas de desigualdade no início e no final do período, nota-se que apenas nas regiões nordeste e sudeste ocorreram reduções significativas da desigualdade e que as medidas de desigualdade totais não sofreram qualquer modificação significativa durante o período analisado. Quantoàs medidas de eficiência na geração de bem-estar, o modelo utilizando a medida de bem-estar de Sen aponta os estados de São Paulo, Rio Grande do Sul, Amazonas, Roraima e Amapá como sendo os mais eficientes na geração de bem-estar. O modelo com PIB per capita, replica basicamente os resultados anteriores. In this paper, we suggest a technology process assuming that a stock mutual fund, as an usual firm, can be seen as a decision-making unit, so that we can measure the effect of its decisions regarding allocation of resources for administrative and non-administrative expenses on its own levels of gain and risk. Theoretically, this approach enables us to take into account some of the critiques reported in the fund's performance literature. In practice, we can test it by applying nonparametric linear mathematical programming methods. Here, we perform an empirical exercise based on bootstrapped Directional Distance Function in order to analyze the management efficiency of stock mutual funds in Brazil. We are able to evidence a high level of persistence in terms of efficiency over years. We can identify that the most efficient funds have higher values of net assets and that they allocate more weighted resources to administrative expenses than do the inefficient ones. Therefore, we get a high correlation of average weighted expenses on administrative expenses and average bootstrapped efficiency, about 0.7. This paper proposes a new method to reduce the dimensionality of input and output spaces in DEA models. The method is based on Yanai's Generalized Coefficient of Determination and on the concept of pseudo-rank of a matrix. In addition, the paper suggests a rule to determine the cardinality of the subset of selected variables in a way to gain the maximal discretionary power and to suffer a minimal informational loss.
Neste trabalho é estimada a taxa de sobrevivência de empresas localizadas no estado do Ceará e beneficiárias de incentivos fiscais no âmbito do Fundo de Desenvolvimento Industrial (FDI), especificamente no Programa de Incentivo ao Desenvolvimento Industrial (Provin). Para tanto, foi utilizado o estimador não paramétrico de Kaplan-Meier, comparando-se os resultados das empresas beneficiárias com os resultados obtidos para empresas não beneficiárias. Os resultados mostram que a probabilidade de sobrevivência das empresas beneficiárias é superior ao das empresas não beneficiárias, independentemente de localização, setor de atividade ou tamanho da empresa. Com base nas curvas de sobrevivência estimadas, é especificada uma regressão de Cox, em que os resultados sugerem que a efetividade dos benefícios do programa é maior entre as firmas de porte maior.Palavras-chave: desenvolvimento regional; análise de sobrevivência; benefícios fiscais; FDI; Kaplan-Meier; regressão de Cox.
Este artigo analisa os efeitos dos ganhos de produtividade na agricultura sobre o processo de industrialização e, conseqüentemente, sobre o crescimento de longo prazo da economia. Supõe-se no modelo que a produtividade na agricultura é endógena e que a experiência acumulada na indús-tria exerça impacto positivo sobre a produtividade agrícola. Uma condição necessária para o declínio do emprego industrial é que, devido à vantagem comparativa na agricultura, a economia do resto do mundo apresente baixa integração agricultura/indústria Mostra-se ainda sob que condições intervenções de política podem reverter o padrão de especialização induzido pela vantagem comparativa inicial e ainda assim obter ganhos de bem estar. This paper analyses the effects of agricultural productivity gains on the industrialization process and on the long run growth rate of the economy. The model allows endogenous gains in agricultural productivity and, besides that, it is assumed that accumulated experience in the manufacture sector exerts a positive impact on agricultural productivity. The model shown that a necessary condition to the decline of industrial employment, due to comparative advan-tage in agriculture, is that the economy of the rest of world has poor industry/agriculture integration. This paper analyses the fiscal policy of constant real expenditure recently adopted by Brazil's fiscal authorities. It also compares the policy of maintaining a primary surplus as a proportion of gross domestic product with that of changing the composition of spending in favour of investment in order to identify which of the two policies is more efficient in promoting economic growth. We investigate the effects of these policies on long-and short-term consumption, investment, labour supply and output and the reaction of the term structure of interest rates. We also analyse the relationship between these fiscal policies and welfare. We use a representative agent model of intertemporal utility maximization subject to budget constraint, with perfect foresight and an infinite horizon.
