Abstract:The purpose of this paper is to assess the effects of inter-municipal fiscal cooperation on municipal public spending, based on the French experience. We estimate a model of municipal spending choice using panel data and spatial econometrics for municipalities over the period [1994][1995][1996][1997][1998][1999][2000][2001][2002][2003]. We provide two main results. First, inter-municipal cooperation has no significant impact on the level of municipal public spending, which suggests that cooperation does not achieve its goal of reducing municipal spending by the sharing of local responsibilities. Second, there are no spending interactions between municipalities belonging to the same inter-municipal community. This is in line with the goal assigned to cooperation in terms of internalization of spatial externalities.However, our results show that benefit spillovers remain highly significant outside inter-municipal communities, suggesting that inter-municipal communities remain too small.
We study the business tax ("taxe professionnelle") behavior of the intermediate level (department) of local government in France and test in the same model the two hypotheses that department tax rates are explained by upper tier (region) tax rates and by tax rates chosen by other departments. We first reject the hypothesis of tax interactions between departments and regions, the two upper levels of local governments. Second, we provide evidence that business tax interactions among departments are significant. Including the vertical dimension in the estimated model does not lead to a decrease in the horizontal tax interactions parameter, nor to its nonsignificance. Copyright Blackwell Publishing, Inc. 2007
Ce travail a pour objectif d’illustrer l’apport de la théorie économique et des méthodes économétriques, plus particulièrement l’économétrie spatiale, à la conception et à l’évaluation d’opérations de renouvellement urbain. Dans ce but, l’approche par les prix hédoniques est retenue. Elle procède en deux temps. Dans un premier temps, sont identifiées, parmi un ensemble de caractéristiques de localisation données a priori, celles qui exercent un rôle discriminant sur la valeur des logements. Dans un second temps, les consentements à payer des habitants pour une amélioration des caractéristiques discriminantes sont calculés. L’application aux mutations d’appartements à Rennes entre les années 1994 et 2001 montre qu’il existe des externalités de voisinage significatives qui justifient une intervention publique. Les consentements à payer pour une amélioration des caractéristiques environnementales discriminantes apparaissent assez hétérogènes entre individus et variables d’une caractéristique à l’autre.
This article investigates the effect of the intensity of political competition on the tax choices by local governments. More precisely, we study whether local governments determine their tax rates more in a Leviathan way, exploiting a low political competition to vote high tax rates, or in a partisan way, fiscal choices by leftwing governments being significantly in contrast with those by rightwing ones. We focus on the tax behaviour of the French departments and estimate for the local business tax a spatial model in 1999. Our results suggest that elected representatives adopt a partisan behaviour rather than a Leviathan behaviour in their fiscal choices.
Le modèle de l’électeur médian postule que l’offre de bien public est déterminée par la demande de l’électeur médian, supposé décisif lors des élections. L’article propose deux nouveaux tests de cette hypothèse sur les villes de plus de 10 000 habitants en France. Pour cela, nous développons deux méthodes de test, l’une, non-paramétrique, fondée sur la théorie des préférences révélées et l’autre, paramétrique, fondée sur la fonction d’utilité en équivalent monétaire. Nous montrons que l’hypothèse d’un comportement de dépenses publiques des villes conforme à l’hypothèse de maximisation de l’utilité de l’électeur médian ne peut être rejetée. En effet, les indicateurs calculés, tant les indices moyens d’efficacité des choix observés que le pourcentage de l’impôt de l’électeur médian «gaspillé » par des choix inefficaces, suggèrent que l’offre de bien public local est bien déterminée par la demande de l’électeur médian.
