En la última década, en Chile se ha puesto en marcha una serie de políticas destinadas a fomentar el liderazgo educativo. Sin embargo, poco se sabe acerca de las características de la investigación que se ha realizado en esta temática. Esta revisión topográfica analiza de manera sistemática los artículos en torno al liderazgo educativo en Chile, que cuentan con una base de investigación empírica y que fueron publicados en revistas indexadas en el período comprendido entre 2008 y 2019. Los resultados muestran que se han publicado 47 artículos, con un aumento sustantivo desde el año 2016 en adelante. Dichos artículos han sido publicados por un grupo de 85 autores, no obstante, la mayoría de ellos solo ha publicado un artículo. Las investigaciones se caracterizan por ser mayoritariamente descriptivas y cualitativas, siendo escasas las que han realizado muestreo de tipo aleatorio o que han explotado los datos secundarios existentes. Un 40% de los artículos declara no haber contado con recursos para desarrollar su investigación. Los focos de investigación más estudiados han sido los directores, así como las escuelas municipales. Las publicaciones se han concentrado en revistas latinoamericanas e indexadas en Scopus. La caracterización realizada permite considerar al campo de estudio como emergente, sugiriéndose un conjunto de medidas que permitirían su consolidación.
What differences are there, according to teachers’ opinions, in school leadership practices between male principals (MPs) and female principals (FPs) in urban primary schools in Chile? A national survey has been done to address this topic, which was answered by the principal and five teachers in 381 urban primary schools. Following Leithwood’s school leadership four-category model, 14 practices were considered and measured. Data were analysed by statistical procedures, including the decision tree technique, chi-squared automatic interaction detection (CHAID). Findings showed that in 9 out of 14 practices, FPs have a significantly more favourable evaluation from teachers. Data confirmed that, when compared to other personal traits of principals or school features, gender is the strongest independent variable related with leadership practices. Nonetheless, this advantage occurs in an overall scenario in which both FPs and MPs engage unevenly with the leadership practices across the dimensions of the model. This study does not aim to explain the female advantage, but to show the shape of leadership differences by gender regarding theoretically relevant practices. Nevertheless, its data allow ruling out some possible hypotheses for interpreting those differences. The article suggests that further research is needed to theoretically explain the reasons behind differences in leadership practice by FPs and MPs.
El estudio de las movilizaciones estudiantiles en Chile se ha centrado en una perspectiva estructural o en el significado que le otorgan los estudiantes. Por consiguiente, el objetivo del estudio es comprender cómo se experimentan éstas desde el interior de las comunidades educativas y cómo son gestionadas por el liderazgo escolar. La investigación fue realizada mediante estudios de caso en tres escuelas de la Región Metropolitana que han experimentado movilizaciones desde el año 2006, a través de la realización de entrevistas en profundidad y análisis de contenido. Se inserta en una perspectiva que otorga relevancia a los componentes macropolíticos y micropolíticos, ahonda en los conflictos socioeducativos e indaga en las prácticas de liderazgo educativo. Los resultados permiten identificar una “normalización” de estos conflictos socioeducativos y enfatizan en sus consecuencias relacionales. Además, su gestión es identificada como una tarea central y no reconocida de los directivos, destacándose la escasez de herramientas, la preponderancia política del sostenedor y el rol intermediador de los profesores asesores del centro de estudiantes. Finalmente, se identifica un conjunto de aprendizajes y prácticas de liderazgo para una gestión más constructiva desde el liderazgo escolar.
Este artículo pretende comparar, en base a una encuesta de opinión anual, las opiniones de los directores y directoras de centros educativos públicos y privados subvencionados en torno a temas relevantes de política educativa. Los resultados de esta encuesta abarcan un período (2013-2018), en el cual en Chile se pusieron en marcha importantes políticas educacionales, que generaron distintos niveles de consenso político y social.La comparación entre las opiniones de ambos grupos muestra resultados mixtos. Por una parte, los directivos comparten cierta visión general de la educación y sus desafíos, visualizan la necesidad de mejorar la formación inicial docente, coinciden en las políticas educativas específicas más aportativas para mejorar la calidad de la educación, y anhelan una similar carrera directiva. Por otra parte, se diferencian en cuanto a la necesidad de cambios estructurales en el sistema educativo, difieren en la principal iniciativa del gobierno de la presidenta Bachelet (la “ley de inclusión”), dan cuenta de una relación distinta con sus respectivos sostenedores, y plantean diferentes prioridades y políticas posibles para potenciar el desempeño de su cargo.La discusión resultante problematiza la posibilidad de que los directivos de estos dos subsistemas existentes en Chile puedan, más allá de las semejanzas en su visión de las prácticas profesionales cotidianas e incluso de ciertas reivindicaciones compartidas, constituirse como un actor socio-político relevante. En especial, la relación de dependencia y subordinación que los directivos de establecimientos privados subvencionados tienen con su sostenedor dificulta la construcción de esta potencial voz pública común, limitando el efecto que este actor puede tener en el debate de política educacional.
