International audienceEn comparant les dispositifs de relogement des bidonvilles dans les années 1960 et 2000 à Saint-Denis, cet article aborde un volet du traitement de la vulnérabilité résidentielle. Il s'agit de comprendre le rapport qui a pu s'établir entre des épisodes d'extension de la zone de vulnérabilité et des processus de transformation urbaine sous des formes urgentes et provisoires. Il apparaît qu'il existe des permanences dans ces dispositifs de relogement, tant concernant la forme d'habitat produit, le public identifié que les acteurs concernés. Cela rend compte de la relation existante entre la vulnérabilité résidentielle et la création d'une urbanité de l'entre-deux
Au service infographie du Monde , huit personnes travaillent toute la nuit pour produire dix à douze cartes. Une élection présidentielle se prépare durant les quatre mois qui précèdent en réfléchissant aux cartes qui vont éclairer le résultat. Durant cette préparation, le lien avec les journalistes du service Politique est essentiel. Le choix des couleurs pour représenter les partis sur la carte est un enjeu. Pour montrer l’émergence de quelque chose de nouveau après discussion le choix du jaune a été fait pour représenter les circonscriptions remportées par Emmanuel Macron. Il faut savoir réaliser une carte simple et de lecture directe et l’associer avec d’autres cartes à d’autres échelles pour mieux faire comprendre la complexité des rapports de force électoraux. Cependant, la facilité qu’offrent les outils informatiques ne doit pas faire oublier que Le Monde est un quotidien grand public.
Depuis l’apparition, dans les médias et notamment dans ses colonnes, de l’expression « crise de migrants », le quotidien Le Monde a traité de façon extensive ce phénomène complexe, sous forme de reportages, d’analyses, de débats, mais aussi de cartes. Représentation graphique synthétique de phénomènes géographiques complexes, la carte est un outil incontournable pour appréhender la réalité mouvante des migrations, dans plusieurs régions et à plusieurs échelles. C’est aussi, dans la pratique du service infographie du journal Le Monde , un produit éditorial qui propose plusieurs niveaux de lecture, résultant du choix entre données statistiques, analyse qualitative et récits sensibles.
Les élus de Saint-Denis, municipalité communiste de la petite couronne parisienne, font face à une dégradation importante du parc privé dont 30 % est considéré comme potentiellement indigne. Ces logements se concentrent dans des quartiers stratégiques, car bien desservis par les transports en commun et à fortes potentialités de reconversion. Ne pouvant intervenir sur l’intégralité de ces situations, les élus sont obligés de faire des choix qui sont déterminés par les représentations ambivalentes qu’ils ont de l’avenir du territoire : il s’agit de rendre Saint-Denis attractif tout en lui permettant de rester populaire. Les élus ont ainsi décidé de concentrer leurs actions sur le centre-ville à travers la mise en place de projets d’aménagement compris dans une politique plus large d’attractivité et de requalification du centre-ville. Ce choix est pragmatique et s’explique aussi bien par les réalités locales que par la volonté d’être le plus efficace possible avec les moyens disponibles. Cependant, il est en tension avec le souhait initial des élus de ne pas chasser les plus précaires de Saint-Denis, et pose par conséquent la question des destinataires de ces politiques.
