We build a theoretical model to study whether a minimum wage can be welfare-improving if it is implemented in conjunction with an optimized nonlinear income tax. We consider this issue in a framework where search frictions on the labor market generate unemployment. Workers differ in productivity. The government does not observe workers' productivity but only their wages. Hence, the redistributive policy solves an adverse selection problem. We show that a minimum wage is optimal if the bargaining power of the workers is relatively low. However, if the government controls the bargaining power, then it is preferable to set a sufficiently high bargaining power.
Résumé :Nous étudions théoriquement dans quelle mesure l'introduction d'un salaire minimum peut être une politique désirable en complément d'une fiscalité non-linéaire optimale des revenus. Nous traitons cette question dans un modèle où des frictions de recherche sur le marché du travail engendrent du chômage. Les travailleurs ont des productivités hétérogènes que le gouvernement n'observe pas. En revanche, il observe les salaires négociés, si bien qu'il doit résoudre un problème d'anti-sélection. Nous montrons que la mise en place d'un salaire minimum est optimale quand le pouvoir de négociation des travailleurs est « trop » bas. Néanmoins, si le gouvernement en a les moyens, il est préférable d'augmenter ce pouvoir de négociation.
