Resumo A universalização do saneamento básico no Brasil é um desafio diante do deficit e das desigualdades de acesso. A partir do início dos anos 2000, houve uma mudança no cenário nacional, com a ampliação de recursos, a melhoria da capacidade institucional e a definição de marco legal. Porém, não houve uma avaliação das ações, principalmente do PAC Saneamento. O presente estudo analisa esse programa na Bahia em relação aos desafios da universalização. A metodologia envolveu pesquisa documental e análise de dados secundários. Constatou-se a inexistência de uma lógica clara na definição dos investimentos do programa. Houve priorização de ações estruturais, especialmente em água e esgoto, em detrimento das estruturantes, essenciais à sustentabilidade das ações. A concepção do programa não dialogou com o perfil do deficit dos serviços. Apesar da ampliação dos investimentos, a lógica de concepção foi sustentada no neodesenvolvimentismo, com a implementação de megaempreendimentos e o estímulo às parcerias público-privadas. O êxito de programas de saneamento implica o protagonismo municipal, a universalização, a integralidade, a adoção de tecnologias apropriadas, a intersetorialidade, a participação e o controle social, princípios que o programa pouco incorporou. O aprofundamento da democracia e a implementação de políticas alinhadas aos direitos humano e social possibilitarão reverter o deficit dos serviços no Brasil.
