Odjeli za podršku žrtvama i svjedocima osnovani pri županijskim sudovima pružaju emocionalnu i praktičnu podršku, informacije o pravima i tehničke informacije, te upućuju žrtve, svjedoke, oštećenike i osobe u njihovoj pratnji na druge specijalizirane institucije i organizacije ovisno o njihovim potrebama. Ciljevi istraživanja bili su istražiti način informiranja žrtava i svjedoka o dostupnoj podršci, razloge i motive za traženjem podrške od strane odjela za podršku žrtvama i svjedocima, istražiti kako se žrtve i svjedoci osjećaju prije, tijekom i nakon svjedočenja, dobiti uvid u njihova iskustva svjedočenja na sudu, istražiti njihove potrebe za podrškom i korisnost pružene podrške koju su dobili od strane odjela za podršku žrtvama i svjedocima. Istraživanje je provedeno na prigodnom uzorku (N = 101) žrtava, svjedoka, oštećenika i osoba u pratnji koji su primili podršku od strane odjela za podršku žrtvama i svjedocima. Anketni upitnik, konstruiran za potrebe ovog istraživanja, ispitanici su popunjavali nakon završetka rasprave. Rezultati su pokazali da su žrtve, svjedoci i oštećenici o postojanju odjela za podršku žrtvama i svjedocima najčešće bili informirani putem poziva za sud, međutim većina ih je kontakt sa službenicima odjela ostvarila tek na sudu, kada su im službenici odjela i volonteri sami pristupili. Nakon zaprimanja poziva za sud i prije svjedočenja iskazivali su o osjećajima uznemirenosti, nervoze, straha i zbunjenosti te su naveli da su se za vrijeme svjedo-čenja osjećali uznemireno, kao da ponovno proživljavaju događaj o kojem svjedoče i da jedva čekaju da sve završi. Nakon svjedočenja najčešće su iskazivali o osjećaju olakšanja. Navode da su im izuzetno pomogli sljedeći oblici podrške pruženi od strane odjela za podršku žrtvama i svjedocima: informacije, čekanje na svjedočenje odvojeno od drugih, emocionalna podrška te prisustvo službenika odjela / volontera s njima u sudnici tijekom ispitivanja. Iskazali su da su jako zadovoljni pruženom podrškom od strane odjela i da bi obraćanje odjelu preporučili i drugim osobama koji se nađu u sličnoj situaciji.
This paper deals with the practice of informing victims about the release of offenders who serve their prison sentences for crimes against sexual freedom, against life and limb or criminal acts with elements of violence in the Republic of Croatia. Tasks of informing victims about the offender?s release on the basis of the Law on Amendments to the Law on Enforcement of Prison Sentence perform the Ministry of Justice, the Independent Service for Victims and Witnesses Support. The Independent Service for Victims and Witnesses Support developed the system of informing victims based on the practice of other countries and improves it continuously. The aim of this paper is to present the procedure of informing victims about the release of offenders, as well as the survey findings about the extent to which victims take advantage of some form of psychosocial support that is available, reactions of victims upon receiving information of the offender?s release as well as about victims? needs for additional psychosocial support.
U odjelima za podršku žrtvama i svjedocima na županijskim sudovima angažiraju se volonteri kao pružatelji podrške žrtvama i svjedocima, najčešće studenti, za koje se organizira posebna izobrazba te se provodi mentoriranje i supervizija njihova rada. Ovim istraživanjem željelo se utvrditi koliko su se volonteri, koji su volontirali u odjelima, koristili stečenim znanjima i vještinama u svojemu kasnijem profesionalnom radu, odnosno tijekom obavljanja posla. U istraživanju su sudjelovale 82 osobe koje su prethodno volontirale u odjelima za podršku žrtvama i svjedocima pri županijskim sudovima u Zagrebu, Osijeku, Vukovaru, Zadru, Splitu, Rijeci i Sisku. Za potrebe istraživanja konstruiran je anketni upitnik, a prikupljanje podataka provedeno je metodom online ankete. Rezultati su pokazali da bivši volonteri procjenjuju da su im stečena znanja i iskustvo tijekom volontiranja u odjelima za podršku uglavnom korisni u obavljanju trenutnog posla. Nema razlike u procjeni korisnosti s obzirom na vrstu radnog mjesta između pravne, pomagačke i ostale skupine zanimanja. Nešto manje od polovice (41,3 %) volontera navodi da im je činjenica što su prethodno volontirali pomogla pri zapošljavanju. Osobe zaposlene na radnim mjestima iz skupine pravnih zanimanja u većoj mjeri procjenjuju da im je volontiranje pomoglo u dobivanju zaposlenja. Oni koji su pohađali trodnevnu osnovnu edukaciju, iskustvo volontiranja smatraju korisnijim za daljnji posao, nego oni koji su pohađali dvodnevnu osnovnu edukaciju. Također, pohađanje edukacija o komunikacijskim vještinama i obiteljskom nasilju povezano je s većom procjenom korisnosti. Nije pronađena povezanost duljine volontiranja, kao ni pohađanja supervizije, s procjenom korisnosti volontiranja za obavljanje trenutnog posla. Podatci pokazuju da volonterima od stečenih znanja i iskustava u radu najviše koristi: iskustvo rada s ranjivim skupinama, stečene komunikacijske vještine, praktično iskustvo u komunikaciji sa žrtvama i svjedocima te znanja o načinu funkcioniranja suda i pravosudnog sustava. Volontiranje im je, osim za profesionalni razvoj, koristilo i u drugim područjima života. Dakle, 97,5% bivših volontera preporučilo bi drugima volontiranje u odjelu za podršku žrtvama i svjedocima.
The aim of this paper is to present the results of a survey on the experience of engaging volunteers as providers of support for victims and witnesses in Victim and Witness Support Departments at the courts. The Independent Service for Victim and Witness Support in Ministry of Justice is responsible for the development of the victim and witness support system in Croatia. The Independent Service also coordinates the work of Victim and Witness Support Departments and develops and provides training programs and supervision for support officers and volunteers. A survey was conducted in order to determine volunteer motivation, assess the volunteers? required qualities, their educational needs, the emotional impact arising from the work with victims and witnesses and the volunteers? assessment of the level of acceptance by court officials. In order to improve the level of safety of volunteers and the organization itself, the selection and educational processes for volunteers have been improved, according to both the experience achieved by working with volunteers and the results of the aforementioned survey. Engaging volunteers in the judicial system is a large step forward in the field of co-operation between the judiciary and the community.
