L’accélération de la crise climatique bute sur les difficultés à engager concrètement la transition écologique à large échelle. Parmi les freins à lever ressort la question des compétences nécessaires à cette transition, donc l’acquisition de savoirs et de nouvelles postures, pour les salariés comme pour les étudiants. De nombreuses actions se développent, dans le monde institutionnel et académique comme de la part d’acteurs associatifs. L’ampleur des besoins et la multiplicité des acteurs à mobiliser ou à coordonner interrogent les ministères classiquement en charge de ces sujets. À partir d’un état des lieux des initiatives, on pointe ici plusieurs questions posées à l’action gouvernementale, en particulier dans le domaine de la définition d’un socle de base des compétences et de la certification de parcours de formations.
Résumé La réforme de la politique agricole commune est-elle la réforme écologique attendue, rompant avec la politique agricole productiviste, ou n’est-elle qu’un pas en avant vers le libéralisme mondialisé ? Cet article rappelle l’histoire de la PAC, nécessaire pour comprendre le poids des dispositifs administratifs agricoles. Il s’agit également de montrer l’impact très déstabilisateur de la réforme sur les modèles d’élevage. Une déstabilisation qui tient plus du choc libéral que du souffle progressiste. Un second article présentera dans le prochain numéro de Mouvements la problématique écologiste. Cet ensemble a été rédigé par trois praticiens de l’agriculture française, expert d’une organisation agricole pour l’un et fonctionnaires des ministères de l’Agriculture et de l’Environnement. Ils participent aux travaux du groupe MARS, Mouvement agricole rural et solidaire, qui a développé des partenariats avec l’association 4D.
