Designing urban exploratory scenarios for territorial prospective AbstractProspective in territorial planning requires building spatial exploratory scenarios which have to be agreed with the community. This article presents a study of existing spatial links and their land continuity, in exploratory scenarios that can have high heuristic quality due to consensual and participative planning process. A spatial continuity between the Jequetepeque valley to the Cupisnique desert and Chicama valley was proposed as an exploratory scenario in 2007, verified in 2017, with specificities in land use and differences in the development vision, which contributes to the prospective methodology. The 2007 proposal follows the historical city network spatial organization model and links in the territory. Currently, the global economy induces the spatial continuity in the occupation of the desert, while the local economy is still more linked to the agricultural and agroindustrial activities within the valley, than to major investments in the desert. This spatial continuity requires a territorial management that is able to articulate global and local economies. It is urgent to assess nearby human settlement planning that have land reserve and that are connected to the grid. This observation highlights the exploratory scenarios in the prospective practice, in its scale links and strengthening of existing territorial networks in territorial planning.
En países como Perú, la actividad económica a escala global ocurre en territorios diversos de población dispersa. No se han podido evaluar de manera eficiente sus efectos debido a que hemos estudiado poco las redes urbanas cuando hay aglomeraciones pequeñas y dispersas en el territorio. Por ello, el interés se centró en realizar un estudio sobre cómo se distribuyen y relacionan las diferentes localidades que ocupan territorios de geografía diversa y accidentada. La investigación propone la elaboración de tipologías de redes en unidades territoriales como estrategia de análisis para identificar el rol de intermediación de las ciudades pequeñas. Para el análisis tipológico se tomaron como indicadores la densidad de ocupación, la distribución de servicios públicos, los usos del suelo y la contracción espaciotemporal. Como estudio de caso se eligieron tres unidades territoriales en la región de La Libertad, en el norte del Perú. Los resultados permitieron identificar tipologías de redes de ciudades pequeñas que muestran marcadas diferencias en la ocupación del territorio.
