The UNESCO World Network of Biosphere Reserves (WNBR), while not originally conceived to include urban areas, was intended to include sites representing all significant ecosystems with the goal of support for sustainable development locally and globally. Drawing on the example of the New York Metropolitan Region (NYMR), which has a population of 21.4 million, it is argued here that the eventual inclusion of the largest of the world's cities in WNBR not only is within the logic of the biosphere reserve concept, but would also benefit the network and its goals. The ecological significance of the NYMR, its role as a driver for global environmental change, as well as the efforts under way in the city to improve urban environmental management and governance are all examined. Potential added value to the WNBR of including megacities such as the NYMR is considered, in particular, regarding the sharing of best practices, lessons learned, and the strengthening of links between megacities and their global natural resource bases.
Mass balances on 10 polycyclic aromatic hydrocarbons (PAHs) in the New York-New Jersey Harbor (hereafter "the Harbor") were constructed using monitoring data from the water column, sediment, and atmosphere. Inputs considered included tributaries, atmospheric deposition, wastewater treatment plant discharges, combined sewer overflows (CSOs), and stormwater runoff. Removal processes examined included tidal exchange between the Harbor and the coastal Bight and Long Island Sound, volatilization, and accumulation or burial of sediment-bound PAHs in the Harbor. The PAHs investigated were fluorene, phenanthrene, fluoranthene, pyrene, benz[a]anthracene, benzo[a]pyrene, perylene, benzo[ghi]perylene, indeno[1,2,3-cd]pyrene, and dibenz[a,h]anthracene. The results show inputs and outputs are fairly well balanced for most compounds, a finding that suggests aerobic biodegradation may not be a key loss process in this Harbor, as has been assumed in other systems. The main pathway for inputs of all PAHs is stormwater runoff. Atmospheric deposition is an important conveyor of PAHs with molecular weights < or =202 g mol(-1). A principal objective of this report is to expose key data gaps, which include the need for comprehensive monitoring of both flow and PAH concentrations in stormwater and CSOs. An improved understanding of the key transmission routes of nonpoint source pollutants is essential for sustainable management of urban water resources.
Climate change is already beginning to affect New York State, and these impacts are projected to grow. At the same time, the state has the ability to develop adaptation strategies to prepare for and respond to climate risks now and in the future. The ClimAID assessment provides information on climate change impacts and adaptation for eight sectors in New York State: water resources, coastal zones, ecosystems, agriculture, energy, transportation,telecommunications, and public health. Observed climate trends and future climate projections were developed for seven regions across the state. Within each of the sectors, climate risks, vulnerabilities, and adaptation strategies are identified. Integrating themes across all of the sectors are equity and environmental justice and economics.Case studies are used to examine specific vulnerabilities and potential adaptation strategies in each of the eight sectors. These case studies also illustrate the linkages among climate vulnerabilities, risks, and adaptation, and demonstrate specific monitoring needs. Stakeholder participation was critical to the ClimAID assessment process to ensure relevance to decision makers across the state.
