RESUMOEsse trabalho tem por objetivo fazer uso da análise documental e contextual para estudar uma parcela das informações tornadas públicas em junho 2013 pelo especialista em segurança digital Edward Snowden, que detalhavam o projeto PRISM, uma iniciativa de espionagem global e sistemática dos meios de comunicação que estava sendo praticada pela National Security Agency (NSA) sob ordens do governo dos Estados Unidos. Abordamos incialmente como se configurou a montagem do sistema de espionagem, prosseguindo então para a observação de dois casos distintos, um deles proveniente da esfera diplomática e o outro da esfera econômica, sendo que ambos incluem o Brasil em posição de protagonismo. O primeiro caso envolve as ações estadunidenses perante a Resolução 1929 do Conselho de Segurança das Nações Unidas, que deliberava a respeito da imposição de novas sanções econômicas ao Irã, enquanto o segundo trata da espionagem praticada contra a Petrobras. É concluído que de fato ocorreram ações de espionagem digital por parte dos EUA em ambas as situações, e que o governo e seus clientes se beneficiaram de informações privilegiadas durante o processo de tomada de decisão. Observamos que apesar de o governo estadunidense afirmar ter encerrado o programa em junho de 2015, é necessário continuar a estudar a atuação da NSA, pois o PRISM já se encontrava em atividade anos antes da busca de justificativas legais para seu uso.Palavras-chave: Espionagem digital. This paper seeks to understand the interactions between Human Rights and the technical aspects of linguistic representation in email systems and the DNS. Based on studies carried out concerning Universal Acceptance and the usage of non-ASCII characters on the Internet, it is proposed that this subject is of relevance to the IETF and the broader technical community that surrounds it. Going over results from recent research on the subject, a case is presented that while there have been advances in the representation of different scripts online, more can be done to ensure that every person is able to experience the network using their native language.
