Reducing losses to weather-related disasters, meeting the Millennium Development Goals and wider human development objectives, and implementing a successful response to climate change are aims that can only be accomplished if they are undertaken in an integrated manner. Currently, policy responses to address each of these independently may be redundant or, at worst, conflicting. We believe that this conflict can be attributed primarily to a lack of interaction and institutional overlap among the three communities of practice. Differences in language, method and political relevance may also contribute to the intellectual divide. Thus, this paper seeks to review the theoretical and policy linkages among disaster risk reduction, climate change and development. It finds that not only does action within one realm affect capacity for action in the others, but also that there is much that can be learnt and shared between realms in order to ensure a move towards a path of integrated and more sustainable development.
Abstract. Recent UK government policy on climate change, and wider policy movement within the UNFCCC, emphasise the building of adaptive capacity. But what are the institutional constraints that shape capacity to build adaptive organisations? This paper synthesises theory from social learning and institutional aspects of multi-level environmental governance to help unpack the patterns of individual and collective action within organisations that can enhance or 1 Contact author 2 restrict organisational adaptive capacity in the face of abrupt climate change. Theoretical synthesis is grounded by empirical work with a local dairy farmers group and two supporting public sector bodies that are both local actors in their own rights and also shape the operating environment for other local actors (the Environment Agency and the Welsh Assembly and Assembly Sponsored Public Bodies). Providing space within and between local organisations for individuals to develop private as well as officially sanctioned social relationships is supported as a pathway to enable social learning. It is also a resource for adaptation that requires little financial investment but does call for a rethinking of the personal skills and working routines that are incentivised within organisations.
The effects of the anomalously warm European summer of 2003 highlighted the importance of understanding the relationship between elevated atmospheric temperature and human mortality. This review is an extension of the brief evidence examining this relationship provided in the IPCC's Assessment Reports. A comprehensive and critical review of the literature is presented, which highlights avenues for further research, and the respective merits and limitations of the methods used to analyse the relationships. In contrast to previous reviews that concentrate on the epidemiological evidence, this review acknowledges the inter-disciplinary nature of the topic and examines the evidence presented in epidemiological, environmental health, and climatological journals. As such, present temperature-mortality relationships are reviewed, followed by a discussion of how these are likely to change under climate change scenarios. The importance of uncertainty, and methods to include it in future work, are also considered.
Calls from the climate change community and a more widespread concern for human security have reawakened the interest of geographers and others in disaster politics. A legacy of geographical research on the political causes and consequences of disaster is reviewed and built on to formulate a framework for the analysis of post-disaster political space. This is constructed around the notion of a contested social contract. The Marmara earthquake, Turkey, is used to illustrate the framework and provide empirical detail on the multiple scales and time phasing of post-disaster political change. Priorities for a future research agenda in disaster politics are proposed.
Disaster associated with natural hazards can lead to important changes-positive or negative-in socio-ecological systems. When disasters occur, much attention is given to the direct disaster impacts as well as relief and recovery operations. Although this focus is important, it is noteworthy that there has been little research on the characteristics and progress of change induced by disasters. Change, as distinct from impacts, encompasses formal and informal responses to disaster events and their direct and indirect impacts. While smaller disasters do not often lead to significant changes in societies and organizational structures, major disasters have the potential to change dominant ways of thinking and acting. Against this background, the article presents an analytical framework for distinguishing change from disaster impacts. Drawing from research in Sri Lanka and Indonesia, formal and informal changes after the Indian Ocean Tsunami of 2004 are examined and discussed against the background of the conceptual framework. The changes examined range from the commencement of the peace process in Aceh, Indonesia, to organizational and legal reforms in Sri Lanka. The article concludes that change-making processes after disasters need to be understood more in depth in order to derive important strategic policy and methodological lessons learned for the future, particularly in view of the increasing complexity and uncertainty in decision making due to climate change.
