Wprowadzenie Proces budowy samorządu terytorialnego w Ukrainie rozpoczął się jeszcze w końcowej fazie funkcjonowania Ukraińskiej Socjalistycznej Republiki Radzieckiej (USRR). Warto dodać, że pierwsze akty prawne regulujące działalność samorządu uchwalono wcześniej niż ustawę o samorządzie terytorialnym w Polsce. Przeprowadzono także częściowo wolne wybory deputowanych do Rady Najwyższej USRR oraz do rad terenowych deputowanych ludowych. Zdecydowaną większość rad w całej Ukrainie obsadzili członkowie partii komunistycznej, co potwierdza w swojej pracy Liana Hurska-Kowalczyk. Część miejsc w radach deputowanych ludowych udało się wywalczyć jednak opozycji antykomunistycznej, zaś w trzech obwodach: lwowskim, tarnopolskim oraz iwano-frankowskim, opozycja odniosła zwycięstwo 1 .Podstawy prawne funkcjonowania samorządu w Ukrainie po raz pierwszy zawarto w Ustawie z 7 grudnia 1990 roku o radach terenowych deputowanych ludowych Ukraińskiej SRR oraz samorządzie terytorialnym uchwalonej jeszcze przez Radę Najwyższą USRR 2 . Po odzyskaniu niepodległości w 1991 roku zaczęto wprowadzać zmiany do Konstytucji USRR z 1978 roku oraz uchwalać nowe prawo regulujące organizację i ustrój administracji publicznej.
