In the 1848–1867 period, the Habsburg Monarchy was shaken by the first waves of nationalism. Yet in the case of the Habsburg port cities of Fiume/Rijeka and Trieste, contended by several different opponents, Italian and Croatian nationalisms had to face centuries‐long traditions of municipal autonomy. In both cities, municipalism and attachment to the House of Habsburg were particularly strong and were coupled with local urban identities that defied national forms of identifications, insofar as they were ethnically and linguistically hybrid. Nationalist activists sought to exploit ethnic and linguistic elements as markers of defined national identities, yet without widespread success. The final demise of the Habsburg Monarchy in 1918 has been generally taken as proof of the cogency of nationalist discourse, especially the Italian, in the region. However, the northern Adriatic rim points to the forcefulness of Habsburg multinationalism and the existence of ethnic hybridity, which provided effective bulwarks against nationalisms for decades.
The demise of the Habsburg Monarchy and the Ottoman Empire in the aftermath of the First World War marked the end of centuries of multi‐ethnic coexistence. To this day, outside the field of history, the perception of both empires is rooted in the idea of the inevitability of their demise, which, as the story goes, was due to the strength of nationalist movements and the intensity of inter‐ethnic strife. The ‘orientalising’ of the Habsburg Monarchy and the Ottoman Empire has been translated into current understandings of Central Europe, the Balkans and the Middle East and their politics. While ethnic clashes have characterised the histories of these regions in the 20th century and nationalisms still play a central role in their politics, from Hungary to Turkey, national indifference, dynastic loyalty and multi‐ethnic coexistence had been central to the life of the multi‐ethnic and multi‐confessional Habsburg and Ottoman Empires.
In 1848, Habsburg Trieste became the target of German nationalists gathered in Frankfurt. The Frankfurt parliament, born out of the revolutions of 1848, has been widely depicted as a liberal experience. Yet its nationalist stances, which included the creation of a unitary German state through the absorption of vast multiethnic regions of the Habsburg monarchy, whose Austrian crownlands were part of the German Confederation, bear witness to the illiberal nature of the Frankfurt parenthesis of 1848–1849. Notwithstanding the assimilatory tendencies of the Frankfurt parliament, Italian activists in Trieste supported the inclusion of the Habsburg port in an enlarged Germany, hoping to break away from Habsburg rule, which they portrayed as oppressive. This article argues that the contradictory Italian support for the German Confederation highlights the paradoxes at the basis of nationalist movements at their onset, while also pointing to the difficulty that nation-states would soon witness in dealing with other ethnic groups within their borders. On the contrary, it was the Habsburg monarchy that, in its centuries-long tradition of accommodating different ethnicities into its fold, represented what to present-day observers comes closer to political liberalism than the so-called liberal national parties that opposed Habsburg rule.
The emergence of Italian nationalism in general, and in Habsburg Dalmatia in particular, has escaped any systematic theorizing in the field of nationalism studies. In the 1860s, changing geopolitical scenarios, resulting from the process of Italian unification, triggered a heated debate among Italian- and Slavic-speaking Dalmatian politicians and intellectuals over the introduction of equal status for the Italian language and Slavic-Dalmatian. Although Italian-speaking Dalmatians constituted a very tiny minority of the population of the Austrian province, the Italian language had a dominant role in public life as a legacy of previous Venetian colonial rule. While the majority of the Slavic-Dalmatian intelligentsia and political elites sought rights for the local Slavic language in public life without undermining the existence of Italian, Italian-speaking elites opposed measures aimed at language equality in their attempt to maintain their privileged position within Dalmatian society. In the same period, Niccolò Tommaseo emerged as the leading figure against any concessions to Slavs, thus distancing himself from his previous “multinational” ideas and igniting anti-Slavic Italian nationalism in the region. And the nationalist tropes used by Italian-speaking Dalmatians, Tommaseo included, mirrored the very same primordialist rhetoric of modern-day nationalist leaders, from Russia to China.
