Cet article est le résultat du suivi collectif d’un conseil citoyen parisien entre l’hiver 2016 et l’automne 2018. À partir d’observations et d’entretiens réitérés, il analyse l’institutionnalisation de ce dispositif participatif au prisme de la prise de rôle de ses membres. Comment devient-on conseiller citoyen ? Sur quelles ressources s’appuient les individus pour s’approprier et interpréter ce rôle ? Dans une phase de flou organisationnel, certains conseillers décident de se constituer en association. Cette étape constitue un tournant dans la formalisation du rôle de conseiller citoyen et dans la division du travail au sein de l’instance, entre des encadrants et des publics. Les engagements hétérogènes – et les luttes de définition qui en découlent – débouchent sur l’imposition d’une manière relativement stabilisée d’endosser le rôle. Ce processus entraîne des prises de rôle variées entre adaptation et protestation, que nous rapportons aux trajectoires et aux propriétés des acteurs, pour expliquer la reproduction des dominations et des hiérarchies sociales dans ces appropriations différenciées. Ce constat s’explique notamment par la faiblesse des ressources propres à ce rôle, qui facilite, voire même rend nécessaire, l’importation de dispositions préalablement acquises afin de pouvoir le faire exister.
