The problem of the utilization of solid municipal waste is one of the most acute in the Murmansk region. The paper presents a business plan for creating a small enterprise for the processing of recycled paper raw materials in the Murmansk region based on an analysis of information about modern technologies for processing solid waste. The article gives a brief description of the main project stages, a feasibility study, and environmental rationale. It is assumed that the company will provide the following services: collection, pressing and further processing of secondary raw materials, as well as the production of corrugated packaging.
Цель - оценка территориального развития субъектов Российской федерации на основе экспертного метода в регионе наиболее эксплуатируемого западного участка трассы Северного морского пути. Методы. В статье рассмотрен один из методов экспертной оценки территориального развития субъектов Российской Федерации западного участка трассы Северного морского пути на примере пяти арктических приморских регионов – Мурманской области, Архангельской области, Республики Карелия, Ненецкого и Ямало-Ненецкого автономных округов. Использованы три подсистемы общего геоэкологического арктического пространства Российской Федерации: природно-экологическая, экономико-экологическая и социально-экологическая. Оценка проводилась по альтернативной пятибалльной шкале. Критерии экспертной оценки – подсистемная соразмерность и приближенность гармоничному эколого-социально-экономическому развитию. Результаты обобщены в табличной и графической форме. Экспертная сравнительная оценка арктических приморских субъектов западного участка трассы Северного морского пути позволила выявить регионы с разной степенью территориального развития. Она определяет подсистемную координатную соразмерность и приближенность к идеальной области гармоничного эколого-социально-экономического развития каждого из пяти регионов. Результаты экспертной оценки показали, что в сравнении пяти субъектов России траектория территориального развития Мурманской области более сбалансирована, но все пять регионов пока далеки от показателей, характеризующих гармоничное развитие. Заключение. В спектре методологических подходов к оценке сложных социо-эколого-экономических приморских систем применение данного метода представляется наиболее приемлемым для получения практически значимых результатов.
The paper is devoted to the problem of training specialists in the field of regional environmental management. Environmental management in maritime regions of the Russian Federation has its own characteristics related to the inclusion of marine areas in the processes of natural resources extraction, protection and restoration of their reserves. The labor market of maritime regions requires bachelors and masters majoring in Ecology and Nature and Geography, understanding of the maritime region as a special geosystem. Methodological development of the training model allows us to define the vector of students professional competence development in the field of regional environmental management. The authors present their vision of this model, including justification of approaches, definition of principles for establishing the objectives, selection of content, organization of learning process and evaluation of results of training of ecologists and geographers in maritime region. The authors think that system and environmental approaches most effectively enable the training of students in activities of professional communities. Learning outcomes of students - ecologists and geographers within the framework of the proposed model meet the needs of the labor market of the maritime region, and may be the basis for the development of the professional standard Specialist in the field of environmental management.
