The modern conditions of investment and construction projects’ realization, particularly incompleteness, inaccuracy and lack of characteristics’ clarity of the project and environment of activity are highlighted in the article. The relevance of introduction of adaptive management methods and complex characterization are presented. Methods of the target function formation of investment and construction projects management are considered in the article. Moreover, the parametric approach based on the best result of managerial impacts is defined. The informational basis of input into the model is determined: actual project indicators, quantitative and qualitative description of the project status and situational problems. The adaptive essence of the management model has been identified as situational management. The conclusion of precedents and the description of construction production situations in the form of indistinct states model with the usage of linguistic variables were substantiated on this basis. The fragmentary example of the precedents base based on the studied experience of investment and construction projects implementation is presented in the article. The author developed a basic algorithm of decision-making in the system of adaptive management of investment and construction projects. Prospects and predicted effects of introduction of adaptive management of investment and construction projects at micro-level and macro-level are determined.
The article is devoted to the development of the main provisions of realtor business modeling. In the paper the development of notational complex is presented, which is involved in the design of the conceptual model, the formation of a reference model of real estate business and basic rules for the implementation of the model. In the construction of the proposed model important notational aspects are highlighted. Functional orientation of real estate business for rendering services reflects a functional approach to business modeling. In order to ensure the assessment of the offered services it is proposed to implement a nested model of the object. A reasonable functional approach using object-based elements allows optimizing the processes of business modeling and assessment of the results. The article discusses functional modeling of business, focusing on the results. Synchronizing the functional model with the models of business processes and sub-models of objects, in particular, the model of business result, contributes to the improvement of the notations tools. The article presents the adaptation of the template of the business model to the conditions of the realtor activity. The proposed reference model specifies the logical scheme of decomposition activity, which detaches economic, social and other values. The decomposition of services into functional groups with account for individual values and functional modules is presented: buying and selling real estate; mortgages and loans; rent of residential and commercial property; an independent evaluation of real estate; consultations concerning the issues of real estate transactions. In the focus of the results of business processes and performance standards of realtor organizations transitional notation to the evaluation system efficiency of business performance is developed. The simplest method of feedback for assessing customer satisfaction and, consequently, system efficiency is offered. This method can become the basis for the development of metrics processes, which are implemented to meet customers’ demands and achieve business objectives of a realtor organization.
The article notes the importance of the subsystem of road construction in the national economy. The insufficiency of methodological support for assessing the environment of economic activity is indicated. Statistical data on the state of the Russian road network are presented, disproportions of its development are revealed and problems of road construction are diagnosed. The article provides an assessment and comparative analysis of the life cycle of road construction enterprises. The complex of indicators of assessment of the environment of activity of the enterprises of road construction is offered, results of calculation of density and renewability of the environment for a row of years are considered. The level of state regulation of investment and construction activities in relation to the transport system is discussed. The negative factors and directions of improving the environment of road construction enterprises in Russia are highlighted.
The paper determines the relevance and purpose of the study. The characteristic and functions of a special purpose vehicle of project financing are presented. The conditions of project lending are described. The ways of ensuring financial stability of the investment and construction project at various stages of its life cycle are considered. At the preinvestment stage, the financial model and budget of the project are considered as a mechanism for ensuring the sustainability of the project. The directions of normative and methodological support for effective financial modeling and project budgeting in the context of project financing are identified. At the implementation stage, a cost control system for the investment and construction project was developed. A formal decomposition of the control system under study is proposed, and a functional description of the subjects of control is presented. The conditions of preserving the project within the budget and adaptive management of investment and construction projects are considered.
