В статье рассматривается процесс индустриализации в России на протяжении более чем ста лет, продолжительность и качественные параметры, связанные с ее институциональными особенностями. Авторами акцентируется внимание на актуальности выбранной темы по причине формирования новых институтов промышленной политики. Гипотеза исследования строится на выявлении совокупности базовых факторов построения эффективных институтов: системность; механизм децентрализации; кластеризация; учет совокупности групп интересов субъектов, включенных в структуру реализации системы промышленной политики. Институты реализации новой промышленной политики в современной России ориентированы на достижение многоаспектных задач по временному признаку, по уровню реализации, по степени актуальности, поэтому в заключении сделан вывод относительно реализации эффективной стратегии экономического развития современной России, которая должна включать влияние следующих институтов промышленного развития: государственные программы; эффективный и прозрачный механизм государственных закупок; институциональное проектирование через создание специализированных разнопрофильных институтов промышленно-инновационного развития. Названные структурные элементы должны быть системно подчинены интересам макро-, мезо-и микроуровней хозяйственной системы. Особую значимость должен иметь опыт построения системы институтов новой промышленной политики, дающий эффективные результаты относительно итогов социально-экономического развития.
