The article is devoted to the issues of ontology, research of the effectiveness and prospects of large-panel and monolithic reinforced concrete construction of residential objects. Increasing demands on the effectiveness of multi-story housing construction determine the relevance of this study. Methodological foundations of substantiation and a comparative analysis of the effectiveness of monolithic and large-panel reinforced concrete multi-story construction are considered; prospects for the development of these housing technologies are justified. The article presents an analysis of the pros and cons of monolithic and large-panel reinforced concrete multi-storey construction of residential buildings, a comparative analysis of the processes of organization and technology of construction works. The problems of large-panel and monolithic construction are ranked according to the level of their materiality, measures to improve construction technologies are proposed. The comparative analysis of cost indicators of monolithic and panel construction on the basis of the data presented in collections of standards of the price of construction is presented. The need to introduce and update the normative documentation having legal force for regulation of the basic provisions of the modern improved large-panel construction is proved. Attention is paid to the design conditions for the manufacture and installation of the monolithic and large-panel multi-storey construction of residential buildings used in the methodological approach. Cases of expediency of comparison on criterion "duration of construction" are analyzed. The article proposes an original methodological approach for evaluating the effectiveness of monolithic and large-panel construction, taking into account the conditions and nature of the uncertainty of the initial data, which will justify the choice of the most effective options for the construction of multi-storey housing construction.
The results of study the personification aspects of educational objects as public spaces are presented. Attention is paid to the importance of public spaces for the increase in the quality of life and the welfare of society. Existing forms and organization of public spaces are highlighted. Methodological reasons for the personification of educational objects as public spaces are defined. The technocratic, socio-economic, expert and psychological concepts of organizing public spaces in educational facilities are emphasized. The methodological basis for the personification of educational objects as public spaces is determined: the goal, main tasks, requirements. The authors formulate a hypothesis about the metamorphism of various objects in public spaces, depending on the target orientation of the development of society; the features of these properties are investigated. The authors propose the classification of public spaces based on the multivariate perception of public space. The empirical aspects of the personification of education objects as public spaces are analyzed. Criteria of the personification aspects of educational objects as public spaces are highlighted. The obtained conclusions reveal the empirical aspects of personification the objects of education as public spaces
В статье излагаются результаты исследования проблематики оценки состояния и эффективности воспроизводства жилищного фонда на региональном уровне. Автором сформулирована гипотеза о необходимости постановки и решения проблем оценки состояния и эффективности воспроизводства жилищного фонда на региональном уровне, исследованы особенности и причины применения традиционного инструментария к оценке. Выделены концепции оценки состояния и эффективности воспроизводства жилищного фонда: технократическая оценка, экономическая оценка, экспертная оценка, социологическая оценка. Определен теоретический базис оценки состояния и эффективности воспроизводства жилищного фонда: цель, основные задачи, принципы, требования. Проведен анализ состояния, инструментов поддержки, приоритетов, проблем воспроизводства жилищного фонда в Белгородской области. Выделены проблемы оценки: необъективность результатов; отсутствие основных моделей; отстранение региональной власти; низкий уровень исходных данных; необоснованность очередности проведения капитального ремонта; низкий уровень информационного обеспечения и ограниченные возможности общественной оценке, низкое качество показателей оценки; неправильная интерпретация результатов проведённой оценки; проблемы выбора «измерителей». Предложены направления решения проблем: сплошное техническое обследование, критерии определения очередности проведения капитального ремонта, интегральный показатель состояния воспроизводства жилищного фонда, индикаторы оценки эффективности воспроизводства жилищного фонда. Полученные выводы и предложения позволяют решить большинство проблемных аспектов оценки состояния и эффективности воспроизводства жилищного фонда и могут быть полезными при принятии управленческих решений.
