On the state border between Serbia and Bosnia and Herzegovina, between municipalities Priboj and Rudo, enclave Sastavci is located, with the area of approximately 400 ha. The enclave Sastavci is officially a part of the Bosnia and Herzegovina, but it is completely surrounded by Serbian territory. This Bosnian "island", at the territory of local community Sastavci, the village Međurečje, belongs to the Bosnian municipality Rudo, but it is under the administration of Serbian municipality Priboj. This border anomaly exists since Berlin´s congress in 1878, when Austria-Hungarian got permission to occupy Bosnia and Herzegovina.This complicated shape of state border brings many problems to inhabitant's enclave of Sastavci, and also to most villagers of municipality Priboj. They need to cross a state borders on their way to the center of municipality four times a day. The negotiation between Serbia and Bosnia and Herzegovina about this matter still haven´t resulted with positive conclusion.
Spatial-functional influence of sub regional center Prijepolje affects mostly three municipalities: Prijepolje, Priboj and Nova Varoš. This influence reflects on transformation of settlements caused by urbanization and industrialization on one, and deagrarization and depopulation on the other side. In this paper, demographic and functional components, which determinate development of settlements in this area and structure of population and settlements, have been analyzed. They brought to differentiation areas on three urban centers, three per urban ring and rural surroundings. Decentralization of this area has been done to the model of villages groups which are derived from concentration of functions and locations of public-social objects in settlements. On this model functional organization and hierarchy of nodal center has been deducted in this area
Analytical part of the paper comprises the basic demo-economic, urban-geographic and functional indicators of the state of development, as well as changes in the process of development in the settlements and their centres on undeveloped area of Serbia in the period in which they most appeared. The comparison is made on the basis of complex and modified indicators2, as of undeveloped local territorial units mutually, so with the republic average. The basic aims were presented in the final part of the paper, as well as the strategic measures for the development of settlements on these areas, with a suggestion of activating and valorization of their spatial potentials. The main directions are defined through the strategic regional documents of Serbia and through regional policy of the European Union
Timočkog regiona donose strategije razvoja kojim pokušavaju da povećaju prihode, pri čemu žele da povećaju i ukupno učešće turizma. Kao dominantna metoda u izradi strategija javlja se SWOT analiza. Polazeći od kritika SWOT analize u cilju pobolj-šanja i kvantifikovanja rezultata, SWOT analizi pridružen je AHP. U prvom koraku kombinovane SWOT AHP metode, urađena je SWOT analiza, a potom u drugom i tre-ćem koraku određeni su težinski koeficijenti pojedinih elemenata unutar SWOT grupe, a potom i težine grupa. U poslednjem, formulisane su različite strategije, određena je njihova efikasnosti i izvršeno rangiranje strategija.
