Investigaciones sobre los impactos del cambio climático han informado sobre los efectos de este en la migración poblacional, concentrándose frecuentemente en pequeños estados insulares o en eventos extremos. Esta investigación examinó si las familias salvadoreñas con inseguridad de la propiedad del suelo tenían una mayor probabilidad a que al menos un miembro de la familia emigrara después de sufrir los efectos vinculados con el cambio climático. El enfoque se concentró específicamente en inundaciones hidrológicas y sequías meteorológicas a través de una regresión logística binaria. Esta técnica estadística es frecuentemente utilizada en el estudio de migraciones, pero se modelaron las relaciones entre la propiedad del suelo y los desastres de lento desarrollo. Diferentes bases de datos se combinaron para analizar las variables, la Encuesta de Hogares y Propósitos Múltiples y la base de datos Des-Inventar. Los hallazgos empíricos sugieren que las variables a menudo afectan positiva o negativamente la migración de al menos un miembro de la familia según el tipo de tenencia, mostrando que la inseguridad en la misma impactó negativamente a la probabilidad de tener un miembro de la familia viviendo en el extranjero. Por otro lado, la diferenciación existente de acuerdo con el tipo de desastre asociado y la temporalidad de ocurrencia de los eventos ha sido un factor importante en la toma de decisión para migrar. Los resultados reivindican la importancia de estudiar el efecto acumulativo de los desastres en la migración internacional, así como las políticas de titularizaciones masivas. Tradicionalmente, en América Latina y el Caribe, la producción de vivienda accesible para personas de menores ingresos ha sido provista por el Estado o por organizaciones no gubernamentales, quienes a través de diversos mecanismos reducen los costos situándose por debajo del precio de mercado. Sin embargo, en El Salvador, desde finales de la década de los ochenta, el Estado se desvinculó de la ejecución de viviendas para los más pobres, permitiendo que el mercado asumiera un rol protagónico en la producción de estas. De este modo, la residencial Altavista constituye una operación urbana interesante de un gran proyecto habitacional desarrollado por el Grupo Roble, un emprendedor privado que orientó la producción de vivienda hacia un segmento de población de bajos ingresos, logrando configurar un modelo de intervención urbana de gran escala que ha marcado la pauta de la provisión de suelo urbano para los más pobres. Este artículo aborda el rol del proyecto urbano en la producción de vivienda en el país; específicamente, ahondando en la cuestión de si el proyecto mismo está presente en el modelo de gestión urbana vigente. La iniciativa surge de la investigación “Vivienda accesible en El Salvador; el caso de la residencial Altavista”, un estudio sobre la intervención del proyecto, desarticulando las causalidades que posibilitaron su desarrollo a partir de un perfil metodológico cualitativo, centrado en el estudio de caso.
