An increasingly common source of conflict arises from formal organizational norms regarding technology that may clash with an individual's personal norms. When formal norms are established to protect the organization, the way employees respond to such conflict can put the organization at risk. Using a sample of 225 upper-level accounting students, we varied a company policy regarding personal use of company technology during work hours (formal norm) and examined participants responses' to the policy relative to participants' personal norm (informal norm). Participants provided judgments of the ethicality of an observed behavior and their intention to engage in the same behavior. Both formal and the informal norms influence ethicality judgments and intentions. When the norms were in conflict, both norms influence judgments and intentions, generally: either norm can cause an individual to judge computer use as unethical, but the informal norm dominates the intention to engage in this behavior.
