El artículo forma parte de un proyecto más amplio que pretende resaltar que la revolución de la vivienda del segundo franquismo no fue solo una revolución de las formas urbanas, de brusco cambio en las formas de ocupación de la vivienda y en el tipo de familia, de radical renovación del equipamiento doméstico, sino también una revolución de la propiedad de la casa. Esta última revolución tuvo en los barrios obreros de la periferia barcelonesa y de las grandes ciudades españolas su auténtico caballo de Troya y constituyó una auténtica excepcionalidad a nivel europeo.
El término ‘revolución’ se ha convertido en usual para designar las grandes discontinuidades que separan largos períodos de permanencias estructurales. La aproximación al abastecimiento de agua de Barcelona en la larga duración confirma una profunda discontinuidad, después de siglos de gran estabilidad tecnológica y ambiental. De modo que, dentro del amplio cúmulo de cambios que hemos convenido en etiquetar como ‘revolución industrial’, podemos postular la existencia de una ‘revolución del agua’. De hecho, una transición inacabada de ciento cincuenta años que ha transformado radicalmente nuestra vida cotidiana y ha llevado al actual reto medioambiental.
Con todo, abordar un estudio de caso no busca simplemente verificar un esquema teórico previo o una hipótesis de partida. El propósito es poner el foco sobre un caso concreto que permita desvelar aspectos contextuales específicos, relaciones imprevistas, cambios en los factores críticos y nuevas cuestiones a tomar en cuenta. Con esta intención, partiendo de una investigación netamente empírica, la selección de las cuestiones y su periodización son interpretativas, y tiene el propósito de ampliar la paleta de interrogantes y contribuir a las aproximaciones comparadas.
ResumenPara entender los procesos de formación y regeneración urbana en un sentido amplio y multidimensional, se hace necesaria una aproximación eminentemente relacional, atenta a factores y actores muy diversos, y a las circunstancias y contextos de cada trayectoria. Conviene para ello focalizar la investigación en un caso estudio y, en el caso de las periferias de la Barcelona franquista, el actual distrito de Nou Barris es sin duda la mejor piedra de toque por la diversidad de situaciones y trayectorias, y porque permite contraponer formas diversas de asentamiento y crecimiento urbano. En general, en el rápido proceso de formación de las periferias obreras durante el franquismo, los grandes polígonos de vivienda masiva han ocupado el centro de la escena. Se han mostrado como el resultado de un proyecto arquitectónico más o menos conseguido, como la expresión de la voluntad política, como productos de nuevas formas de gestión y como las dotaciones más decisivas de nueva vivienda en un período de déficits abisales. Sin embargo, se han considerado residuales, o como algo que simplemente sucede, los procesos más atomizados que extendieron y densificaron los tejidos preexistentes que fueron claramente mayoritarios. Amador Ferrer ya puso en evidencia que en la comarca de Barcelona las tramas de densificación absorbieron el 70% del incremento poblacional entre 1961 y 1970, mientras los polígonos apenas el 23%. Incluso en el actual distrito de Nou Barris, con una gran presencia de polígonos de vivienda, entre 1940 y 1980 la densificación aportó casi el 60% de las nuevas viviendas (Ferrer, 1996; Oyón et al., 2021).
