Para esto se vale de una amplísima variedad de autores y textos y a esto hay que agregarle además de la reconocida calidad académica del autor, su militancia en distintas organizaciones sociales y de derechos humanos y como bonus a todo esto, su paso por la función pú-blica lo que hace mucho más interesantes a varios de los temas que toca ya que están impregnados por estas tres dimensiones, la academia, la militancia social y la política.Es un texto que abre muchas discusiones y plantea varias hipótesis, incluso varias en cada capítulo, ya en la introducción va a proponer pensar las relaciones de continuidad que hay entre las prácticas de temor y las prácticas de control, es decir, entre el gobierno de la inseguridad y la criminalización de la pobreza y la regulación del delito. Una inseguridad que se propone gobernar controlando la pobreza y manipulando el miedo de los ciudadanos. En este sentido va a hablar del gobierno de la inseguridad (no de la seguridad).
