O presente artigo demonstra as especificidades do processo de projeto do restauro de edifícios e os cuidados necessários para que se alcance resultados adequados aos princípios e conceitos de restauro e conservação patrimonial. Será apresentada uma revisão bibliográfica sobre o tema e um estudo de caso onde através da análise do contrato, projetos e obra de restauro de um edifício hospitalar na cidade de São Paulo, foram diagnosticados indícios da má qualidade pelos autores, o que levou à substituição da empresa construtora e à geração de diretrizes para a revisão do processo de projeto e procedimentos de execução da obra.
Obras de infraestrutura têm como características a complexidade e multidisciplinaridade de projetos e grande quantidade de partes interessadas, o que aumenta sua sofisticação e necessidade de integração, sendo necessário considerar grande número de variáveis e incertezas. Diversos referenciais apontam como causa de falhas em obras a qualidade deficitária do projeto-design, gerando atrasos e retrabalhos, que podem ser ainda mais expressivos em projetos dessa natureza. A legislação vigente para licitações na administração pública não contempla com clareza requisitos mínimos para a licitação de projetos com qualidade específicos para a área de saneamento e observa-se a falta de equipe preparada para análises técnicas específicas. Buscando avaliar a qualidade de projetos praticada atualmente no setor face àquilo considerado suficiente, o presente trabalho realizou estudo de caso em 21 empreendimentos de saneamento em 18 cidades e 3 distritos do interior do Estado de São Paulo, e analisou-os conforme metodologia qualiquantitativa. Os resultados apontam uma qualidade deficitária dos projetos, com mais da metade dos empreendimentos apresentando nota de suficiência de informações abaixo de 50%. Destacam-se as disciplinas fundamentais na etapa de projeto-desing de Serviços de Campo, Projeto Executivo e Concepção como áreas mais críticas. O estudo apresenta reflexões e recomendações para minimizar os problemas encontrados.
A indústria da construção civil é um dos mais importantes setores na composição do produto interno bruto do país. Desta forma, os riscos associados a práticas corruptas neste setor têm direta influência no seu desenvolvimento econômico. A última década foi marcada por escândalos que expuseram o envolvimento de grandes agentes do setor em ilicitudes, como a Operação Lava Jato, que deram luz à falta de sustentabilidade operacional e resultados destas empresas. O presente artigo pretende expor, por meio da apresentação de um estudo de caso, o processo de transformação gerencial e de governança de uma empresa indiciada pela referida operação que, mediante a implementação de um Programa de Integridade e Ética, resgatou a ênfase na atuação técnica e resultados operacionais. A análise dos resultados aponta para a relevância da estruturação de práticas sistêmicas de governança e gestão adequadas às normas de integridade ética vigentes, e demonstra as dificuldades e benefícios atingidos pelo processo de mudança. Por fim, são analisadas as condições setoriais para a promover transformação objetivando maior maturidade ética na indústria da construção civil.
