Resumen: El trabajo aborda las percepciones de docentes y directores de escuelas acerca delos factores que promueven u obstaculizan una educación ambiental compleja, generadora de conocimientos, con dispositivos participativos y orientados a la equidad en instituciones educativas del Área Metropolitana de Buenos Aires (Argentina). Como resultado se observaron experiencias heterogéneas y voluntad de instalar nuevas prácticas, pero con factores que limitan el cambio: pautas culturales arraigadas; deficiencias en la capacitación docente, en cuanto a las políticas públicas; poca claridad en las definiciones sobre los objetivos de la educación ambiental, su abordaje curricular y los dispositivos pedagógicos. Prevalecen enfoques fragmentados, naturalistas y la ausencia de una visión crítica. A nivel institucional, se discute la pertinencia de implementar prácticas sustentables en el aula. Las propias percepciones también operan como obstáculos. Todo esto dificulta la adopción de nuevas acciones de educación ambiental con el ímpetu necesario para sostenerlas en el tiempo.
Este trabajo compara alternativas de gestión de residuos sólidos urbanos para la Ciudad Autónoma de Buenos Aires, considerando su desempeño relativo en distintas dimensiones: financiera, ambiental (local y global) y social. Se realizó un estudio exploratorio de tipo cualitativo, considerando diversas fuentes de información primaria y secundaria para evaluar la pertinencia de extrapolar resultados obtenidos en la literatura del ámbito internacional al contexto actual de la Ciudad Autónoma de Buenos Aires, en cada una de las dimensiones examinadas. Se concluye que, en términos generales, resulta pertinente aplicar la jerarquía de prevención, reutilización, reciclado, otra recuperación y eliminación. Esto admite fortalecer el reciclaje de materiales secos, combinado con tratamiento de residuos orgánicos vía digestión anaeróbica y/o compost aeróbico; conjuntamente con el fortalecimiento de la separación en origen y la recolección selectiva. La disposición final debe tender a decrecer, progresivamente. Estudios por corrientes específicas de materiales son aún necesarios.
<p><span>La gestión de los residuos sólidos urbanos ocupa un lugar importante entre las preocupaciones sobre políticas públicas en diversos municipios de la Argentina, en donde las prácticas de disposición de residuos en rellenos sanitarios y basurales a cielo abierto son las que dominan en todo el territorio del país.</span></p><p><span>Ahora bien, tal como sucedió en el ámbito internacional en general, durante las dos últimas décadas fue ganando preeminencia en Argentina un nuevo enfoque: el de la Gestión Integral de Residuos Sólidos Urbanos <span style="white-space: nowrap;">(GIRSU),</span> en línea con el abordaje de la economía circular. La <span style="white-space: nowrap;">GIRSU</span> se orienta a disminuir la generación de residuos y reducir su impacto ambiental negativo, una vez que estos se generan, promoviendo su reutilización y recuperación o reciclado.A nivel institucional se ha venido forjando en el país un cambio en la letra de la normativa asociado a la GIRSU, siendo que e</span><span>n la Argentina el modelo adopta frecuentemente dos rasgos distintivos adicionales: la erradicación de basurales a cielo abierto y la incorporación social de los recuperadores informales a las políticas de residuos.</span><span>Sin embargo, la aplicación de la nueva normativa nacional en materia de <span style="white-space: nowrap;">GIRSU</span> ha sido muy dispar en distintos municipios, responsables primarios de la gestión de residuos.</span></p><p><span>Frente a este diagnóstico general nos preguntamos: ¿cuáles son las innovaciones observadas en materia de <span style="white-space: nowrap;">GIRSU,</span> de acuerdo con lo que establece la normativa vigente, en distintos municipios argentinos? ¿Cómo y por qué estos municipios han logrado dichas innovaciones?</span><span>Para responder a ello, adoptamos y discutimos el enfoque de las teorías de la innovación social en materia de políticas públicas. Dentro de este marco analítico, a lo largo de este libro examinamos las innovaciones en la aplicación de políticas <span style="white-space: nowrap;">GIRSU</span> en municipios seleccionados de Santa Fe, Mendoza y la Región Metropolitana de Buenos Aires.</span></p>
