Social programs are crucial to reduce poverty and inequity in developing countries. The operation of social programs, however, cannot be improved with traditional engineering tools since these tools are designed to maximize profits: in social programs maximizing profits is not the objective, social sustainability is. Field research was conducted and it was found that the operation of social programs is considered more socially sustainable if it meets two criteria: Efficiency and Equity; in other words, if the program can help more people who need it the most. This paper proposes a methodology centered in the development of mathematical formulas for the concepts of Efficiency and Equity, so that, by being able to measure them, government programs operation can be enhanced with engineering tools. The methodology is illustrated with a case study, a subsidized milk distribution program in Mexico, called Liconsa. Once the formulas were developed and used in a simulation model for Liconsa, different policies were tested and their results regarding Efficiency and Equity were compared. Results showed the best policies for Liconsa are the balanced ones: where help is increased for beneficiaries, while cost reduction commitments are obtained. In the discussion it is argued how the developed Equity and Efficiency indicators help to understand the tradeoffs between the objectives in opposition: instead of analyzing dozens of indicators, some of them improving and others worsening, the two formulas allow to capture all effects into two objectives and evaluate decisions based on their integral impact. Conclusions show that the mathematical definition of Equity and Efficiency supports better and more informed decision making towards improving the social sustainability of the programs operation. The mathematical OPEN ACCESSSustainability 2015, 7 9252 definition of Equity and Efficiency and its use in engineering models helps balance the opposing objectives of social programs operation and promotes better and faster changes towards more socially sustainable programs.

Las acciones llevadas a cabo durante el período 2009-2015 incluyen la puesta en marcha de diversas políticas además de la instalación de un sistema de contenedores para residuos reciclables de tipo modular para facilitar su separación. Los resultados muestran una disminución de casi un 24 % en la generación total de residuos y un incremento promedio de 144 % en la separación de los residuos reciclables en el período estudiado. El Plan Integral no se limita a la responsabilidad de la administración universitaria sino que también se orienta a ser una herramienta educativa para la cultura ambiental fomentando la participación de los alumnos en los proyectos relacionados con la cuantificación, caracterización y manejo integral de los residuos.Key words: characterization, reduction, waste sorting, recycling, waste management ABSTRACT This paper shows the results of the establishment of an Integrated Solid Waste Management Program at Universidad Iberoamericana Mexico City, aimed to reduce the amount of waste generated and to increase the rates of recycling and composting. Some of the actions that have been implemented in the period from 2009 to 2015 include the application of several policies and the employment of a modular container system for recyclable materials. Results show a 24 % decrease in total waste generation and a 144 % increase in the recovery rate of recyclable materials in the analyzed period. The Program is not limited to the responsibility of campus administration, but it is also intended to be an educational tool for environmental awareness, promoting student participation in projects of waste quantification, characterization, and management.

El presente trabajo muestra una alternativa al uso de compost obtenido del tratamiento de la fracción orgánica de los residuos sólidos urbanos, al mezclarla con poliestireno y tepetate para sustituir sustratos de uso agrícola y urbano. El estudio incluyó el análisis de cuestionarios de seguimiento a clientes de una empresa productora de compost quienes la mezclan con otros materiales para elaborar sustratos donde se cultivan hortalizas y plantas ornamentales. A partir de este análisis y el estado del arte sobre el tema, se mejoraron las mezclas recomendadas por productores, seleccionándose las que dieron mejores resultados y reformulándose para su comparación con sustratos comerciales para agricultura urbana y protegida mediante un diseño experimental de bloques completos al azar (DBCA). Las pruebas experimentales se realizaron en especímenes de rosas y jitomates sometidos a cuatro tratamientos diferentes. Se evaluaron las propiedades nutricionales del sustrato y la productividad bajo condiciones controladas en un invernadero. Los resultados muestran que los sustratos biofísicos propuestos presentan propiedades físicas, químicas y biológicas que los convierten en un sustituto viable para su empleo en jardinería urbana o en agricultura protegida. Estos hallazgos contribuyen a incrementar el uso de compost como base para el desarrollo de sustratos agrícolas, reduciendo el impacto ambiental asociado a la extracción de tierra de monte comúnmente empleada en jardinería, así como a promover la posibilidad de generar productos más asequibles con mejores resultados en productividad.
RESUMENEntre los principales impactos ambientales derivados de la operación de edificios habitacionales está la generación de gases de efecto invernadero resultante del consumo eléctrico de sistemas de climatización. El uso de sistemas de vegetación representa una alternativa para disminuir dicho consumo energético. Las barreras verdes son sistemas de vegetación empleados como protección contra el viento, aunque recientemente se ha explorado su uso como sistemas de amortiguación acústica. En este trabajo se analiza su posible aplicación como sistemas de aislamiento térmico para edificios. En específico, se reporta el comportamiento de una barrera verde de Arundo donax como elemento de bioclimatización. Los resultados se analizan a partir de las temperaturas medidas en el interior y exterior de edificios prototipo, en función de la presencia de una barrera verde. Adicionalmente se determinó la traspiración del Arundo donax en condiciones ambientales extremas.Palabras clave: arquitectura bioclimática; Arundo donax; barrera verde; amortiguamiento térmico.
