The purpose of the study is to determine the paradigm of modern urban activity development justifying the dominant influence of social and environmental factors on the modern model of urbanized areas. The methods of systemic, logical and comparative analysis are applied, as well as the results of the public opinion survey on the comfort of the urban environment, the findings of the authors' own research on identifying preferences and needs of the population in environmental construction products with an emphasis on the quality of the urban environment. The role and the content of social and ecological aspects of human vital activity environment that determines the priorities of modern development of urban development in the regions of Russia is shown. The indicators of housing construction are analyzed, the role of large-panel housing construction in solving strategic problems of housing provision based on the environment comfort is considered. The obtained results can be used to develop methods and tools for regulating construction activities.

Methods of systems, logical and comparative analysis, as well as a questionnaire survey are used in the research. Based on the situation in Tomsk (Russia), public preferences and needs for construction products have been examined taking into account environmental friendliness and the quality of the urban environment. The results of the examination are presented in this paper. The study reveals the public need for building products and shows how these needs are related to greening the construction industry and developing the social and environmental responsibility of the construction business. The green urban development needs an environmentally sustainable regulation mechanism based on appropriate methods, tools and organizational forms of interactions between stakeholders in the construction industry. A concept for managing interactions between stakeholders in urban development is proposed on the basis of the ECOURBANBUILD platform. The integration based on this platform will create additional opportunities to implement the social and environmental responsibility of the construction business in the interests of sustainable urban development.

Рассматривается содержание экологизации потребностей населения в строительной продукции, си-стематизированы социальные и экологические характеристики строительной продукции на разных этапах градостроительной деятельности, представлены результаты исследования предпочтений и потребностей на-селения в экологической строительной продукции с учетом качества градостроительной среды на основе анкетирования жителей г. Томска. Представлен социальный портрет респондентов, обобщены результаты по влиянию социально-экологической среды жилого района, города на выбор потребителя, выявлена степень удовлетворенности состоянием социально-экологической среды, определена значимость факторов выбора жилья в зависимости от уровня доходов семьи. Выявлены особенности экологизации потребностей населе-ния в строительной продукции на урбанизированных территориях, сформулированы основные принципы экологизации урбанистических пространств. Рассмотрена роль некоммерческих организаций в строитель-стве (саморегулируемых организаций), в экологизации градостроительной деятельности, предложен инстру-ментарий согласования экологических и экономических интересов участников строительной деятельности: заключение экосоглашения по инвестиционному проекту создания строительного объекта. Использовались методы системного, логического и сравнительного анализа. Сontent of ecologization of needs of the population for construction products is considered, social and ecological characteristics of construction products at different stages of town-planning activities are systematized, results of a research of preferences and the needs of the population for ecological construction products taking into account quality of the town-planning environment on the basis of questioning of residents of Tomsk are provided. The social portrait of respondents is provided, results on influence of the social-and-ecological environment of the residential district, city at choice of the consumer are generalized. Features of greening of needs of the population for construction products in the urbanized territories are revealed, the basic principles of greening of urbanistic spaces are formulated. The role of non-profit organizations in a construction (self-regulatory organizations) in greening of town-planning activities is considered, tools of coordination of ecological and economic interests of participants of construction activities are offered: conclusion of the what agreement on the investment project of creation of a construction object. Methods of the system, logical and comparative analysis were used.
