We discuss two points raised by the articles in this special issue, which are related to our previous work on media movements in Latin America. First, we analyze the dimensions of data activism in the region. Recent experiences in Latin America suggest two types of data activism differentiated by goals and spheres of action: social data activism and data rights activism. They also have diverse tactics and achievements. Second, we discuss the Global South as the site of counter-epistemic and alternative practices, and we wonder whether the concept of “data colonialism” adequately captures the dynamics of the digital society in areas of well-entrenched digital divides. We argue that datafication and the opposition to datafication in the South does not develop exactly as in the North given huge political, economic, social, and technological differences in the context of the expansion of digital capitalism.
Resumen:Este artículo analiza la cobertura mediática del avance de la pandemia de Covid-19 en Argentina y la medida de aislamiento social preventivo y obligatorio decretada por el gobierno nacional. Destaca tendencias problemáticas y buenas prácticas según un enfoque teórico-normativo, y las vincula con las características históricas del sistema de medios en el país. Utiliza una perspectiva teórico-metodológica que concibe a la comunicación como un derecho humano fundamental, esencial en una sociedad democrática y a los medios de comunicación de masas como vehículo fundamental para su ejercicio, y se apoya en las recomendaciones formuladas por organismos internacionales, organizaciones de la sociedad civil e instituciones nacionales. Se sostiene que los medios de comunicación de masas en la Argentina tienen la oportunidad histórica de mostrar la relevancia de su aporte no sólo para que enfrentar esta coyuntura, sino también para que salgamos de ella como una sociedad mejor y más justa. Abstract:This paper analyzes the media coverage of the advance of the Covid-19 pandemic in Argentina and the measure of preventive and obligatory social isolation decreed by the national government. It highlights problematic trends and good practices according to a theoretical and normative approach, and links them to the historical characteristics of the media system in the country. It uses a theoretical-methodological perspective that conceives communication as a fundamental human right, essential in a democratic society, and the mass media as a fundamental vehicle for its exercise, and is supported by the recommendations made by international agencies, civil society organizations and national institutions. The argument is that mass media in Argentina have the historical opportunity to show the relevance of their contribution not only to face this situation, but also to come out of it as a better and more just society. Este artículo estudia estrategias, actores, condiciones y debates sobre los derechos digitales durante la pandemia de COVID-19 en México, Argentina y Brasil. El abordaje teórico es el de la comunicación como un derecho humano fundamental y las políticas de la comunicación. El enfoque metodológico es un análisis comparativo teórico-normativo y socio-político. Los ejes de debate giraron en torno a los derechos digitales de acceso, privacidad y libertad de expresión. Las políticas estatales variaron en función de la orientación política de sus gobernantes, el enfoque de políticas públicas pre-existentes y las adoptadas frente a la COVID-19, y las relaciones de fuerza existentes entre los actores involucrados en cada país. Las empresas desarrollaron estrategias regresivas de las que, en ciertos casos, tuvieron que dar marcha atrás, y algunas progresivas pero excepcionales; la sociedad civil y los organismos internacionales impulsaron soluciones progresivas y de largo plazo.

Reconstruimos las condiciones que hicieron posible que la sociedad civil impulsara reformas en las políticas de comunicación de la región y caracterizamos a estas organizaciones y sus propuestas. Abordamos sus logros de incidencia en las regulaciones del área, así como los desafíos que esta nueva situación implica para ellas. Asimismo, planteamos los problemas teóricos que se derivan de este análisis: la sociedad civil y sus vínculos con el Estado y el mercado, su incidencia en los procesos de definición de políticas públicas, la relación entre medios y política, y la democracia comunicacional.Descriptores: sociedad civil, democratización de las comunicaciones, condiciones, estrategias, logros, desafíos. AbstractDespite the fact that disputes over communications policies in Latin America seem to be restricted to confrontations between governments and media corporations, civil society organizations have to an unprecedented degree been protagonists in policy debate and formulation. We re-construct the conditions that made it possible for civil society to push reforms in communication policies in the region and we characterize these organizations and their proposals. We cover their achievements in terms of influence in regulations in this area, as well as challenges that this new situation implies for them. Also, we propose theoretic problems that are derived from this analysis -civil society and its links to the state and the market, its influence in processes of defining public policies, the relation between media and politics, and communication democracy.
