Resumen: Este artículo se propone indagar en el proceso histórico de elaboración clínico-conceptual del binomio exilio-retorno en el campo de los derechos humanos y la salud mental. En particular, se preocupa por conocer cómo fue su constitución como objeto de atención psicosocial en la posdictadura de Argentina. Analiza especialmente el trabajo del equipo de salud mental del Centro de Estudios Legales y Sociales y de la Oficina de Solidaridad con el Exilio Argentina realizado en los años 1980, la recepción de las producciones teóricas y clínicas del exilio y sus anclajes en la experiencia local. Nuestra hipótesis señala que, a pesar de haber ocupado un lugar importante en el campo de saberes sobre los efectos de la represión, la visibilidad y legitimidad pública del exilio-retorno fue finalmente relegada.
El presente artículo se propone indagar acerca de la experiencia de retorno en los migrantes políticos argentinos que regresaron al país a inicios de 1980 desde su exilio en México, impulsados por la transición democrática. Desde la sociología cultural, se interroga sobre los sentidos de estos regresos después del exilio, sobre la interacción de estos acto res con el contexto político y la memoria social de ese momento. Se comprende al retorno político como una nueva experiencia migratoria que significó una inesperada ruptura con los horizontes de expectativas previos de estos actores. En el desconcierto frente a un país que ha cambiado, se funda un nuevo marco de experiencia que obliga a los retornados a reconstruir los sentidos y significados cotidianos.
Resumen:Este artículo se propone analizar el exilio de los integrantes del Partido argentino Unión Cívica Radical (1974)(1975)(1976)(1977)(1978)(1979)(1980)(1981)(1982)(1983). Este exilio fue de una magnitud menor que otros exilios. Además, el Partido de pertenencia, mantuvo su estructura en el país durante toda la dictadura militar. Por esa particularidad, nos interesa focalizar en una doble tensión que atravesó la experiencia de algunos exiliados radicales: hacia afuera, en relación a la comunidad internacional y al activo trabajo de reconocimiento de este exilio "democrático"; hacia adentro, referido a las acciones aparentemente "tolerables" que tuvo el Partido UCR con respecto a la violencia y a la dictadura militar. Tomaremos el exilio de Miguel Ángel Piccato como excusa para interrogar estas tensiones. Trabajaremos con cartas, prensa y con la revista La República, editada por los radicales en el exterior.Palabras clave: exilio argentino; Unión Cívica Radical; dictadura militar; La República.
Abstract:We analyze the exile of the members of the Argentine Party Radical Civic Union (1974)(1975)(1976)(1977)(1978)(1979)(1980)(1981)(1982)(1983). This exile was of a smaller magnitude than others and in addition, the Party maintained its structure in the country during the entire military dictatorship. Because of this particularity, we focus on a double tensión, common to some radical exiles: outwardly, with respect to the international community and the active work of recognition of this "democratic" exile; inwardly, taking into account the apparently "tolerable" actions that the UCR Party undertook with respect to violence and the military dictatorship. We take the exile of Michelangelo Piccato as an excuse to interrogate these tensions. We use material from letters, the press and the magazine La República, published by radicals abroad.
